2) number of inhabitants in the area in which the assigned numbers will be used based<br />

on the official data provided by the authority responsible for statistics;<br />

3) special purpose for which the assigned numbers or numbering resources are used<br />

(internal numbering resources, addressing in telecommunications networks,<br />

commercial use of the assigned numbers, etc.); and<br />

4) specific technical conditions or parameters of relevance for the use of the assigned<br />

numbers.<br />

Public telecommunications operators may reassign their assigned numbers for<br />

commercial use by third parties only on the basis of a written agreement, which requires<br />

a prior approval of the Agency.<br />

Contents of Numbering Plan<br />

Article 85<br />

The Numbering Plan shall be a set of rules and principles relating to the<br />

assignment, use and administration of the numbering resources of national<br />

telecommunications networks and services.<br />

The Numbering Plan shall also include internal numbering and addressing of<br />

telecommunications networks, rational use of numbers, possibility of selection and preselection<br />

of telecommunications operators and rights to number portability for users.<br />

The Numbering Plan shall also address the following:<br />

1. assignment of numbers with priority;<br />

2. assignment of numbers to which special tariffs are applied;<br />

3. assignment of numbers that will be used for rearrangement, if necessary, of the<br />

Numbering Plan; and<br />

4. schedule for changing or introducing new numbers.<br />

VII - STANDARDS AND REQUIREMENTS FOR CONSTRUCTION OF<br />

TELECOMMUNICATIONS NETWORKS AND FACILITIES AND<br />

INSTALLATION OF TELECOMMUNICATIONS EQUIPMENT<br />

Standards, Technical Inspection and Technical License (Certificate)<br />

Article 86<br />

In accordance with this Law, the Agency shall adopt a by-law prescribing<br />

standards for telecommunications networks, systems and equipment.<br />

The standards may refer to the design, installation, maintenance and use of<br />

telecommunications networks, systems and equipment.<br />

The Agency shall prescribe standards based on the international standards and<br />

technical regulations in the telecommunications sector, and in particular the standards<br />

and technical regulations applied in the European Union.<br />

Telecommunications networks, systems and equipment must be built, designed,<br />

manufactured, used and maintained in accordance with the prescribed standards and<br />

technical requirements.<br />

The Agency shall monitor compliance with the prescribed standards and<br />

technical requirements and issues relevant technical licenses - homologation certificates.<br />

Unless otherwise stipulated under this Law and the standards established by the<br />

Agency, the relevant European Union standards and technical regulations shall be<br />

applied to telecommunications networks, systems and equipment.<br />

The telecommunications equipment intended for sale or installation in the<br />

territory of the Republic of Serbia shall be deemed to comply with domestic standards if<br />

it has been approved by, or it is otherwise ascertained that it meets the relevant<br />

standards applicable in the European Union.<br />

Telecommunications networks, systems and equipment may be put into<br />

operation and used only after the Agency has performed an inspection and approved<br />

their use upon establishing that all prescribed technical requirements and the terms and<br />

conditions from the license have been satisfied (technical inspection).<br />

The information about the technical inspection of telecommunications networks,<br />

systems or equipment shall be entered into a special form, specified by the Agency as to<br />

its form and contents, one copy of which shall be provided to the party concerned upon<br />

completion of the technical inspection.<br />

Telecommunications systems and equipment may be put into operation only if<br />

the relevant technical license – homologation certificate - has been granted.<br />

A fee for issuance of homologation certificates and performance of technical<br />

inspection shall be payable in accordance with a price list adopted by the Agency.<br />

Construction and Installation of Telecommunications Networks, Systems and Equipment<br />

Article 87<br />

The telecommunications networks systems and equipment must be designed,<br />
