The National Council may launch an initiative with the Government of the Republic of Serbia for the abrogation, i.e. nullification of regulations<br />

issued by ministries and separate organisations if the former are not in compliance with the provisions of this Law and other normative acts<br />

pertaining to national minorities.<br />

Relation with the bodies of the autonomous province and local self-government units<br />

Article 26<br />

National Councils give suggestions, initiatives and opinions to the bodies of the autonomous province and local self-government units regarding<br />

issues pertaining to national minority status and preservation of the specificities of national minorities.<br />

Bodies of the autonomous province and those of the local self-government units shall be obliged to consider the National Councils’ suggestions,<br />

initiatives and opinions and shall take steps accordingly.<br />

In the process of the adoption of general documents in the field referred to in Article 2 of this Law, bodies of the autonomous province and<br />

those of the local self-government units shall seek opinion from the National Councils.<br />

The procedure for obtaining opinion shall be regulated by the rules of procedure of the bodies from paragraph 1 of this Article.<br />

V. INTERNATIONAL AND REGIONAL CO-OPERATION<br />

Article 27<br />

The National Council shall, in accordance with law, co-operate with international and regional organisations, state bodies, the country’s<br />

organisations and institutions, as well as with the national councils or similar national minorities’ bodies in other countries.<br />

The National Council representatives shall participate in negotiations or be consulted as part of negotiations the aim of which is the conclusion<br />

of bilateral agreements with home countries, especially when national minority rights are discussed.<br />

Representatives of the National Councils shall participate in the work of mixed inter-governmental bodies whose aim is supervision of the<br />

implementation of bilateral inter-governmental agreements on the protection of a specific national minority’s rights.<br />

Article 28<br />

Representatives of national minorities, via the Council for National Minorities of the Republic of Serbia, take part in the conclusion of, i.e.<br />

accession to international agreements regarding the status of national minorities and preservation of their rights.<br />

VI. ELECTION OF NATIONAL COUNCILS<br />

1. Common provisions<br />

Article 29<br />

National Councils may be elected in direct elections or through Electoral Assembly.<br />

National minorities shall individually choose to which of the two aforementioned ways they shall give priority.<br />

Indirect elections for National Councils shall be held if until the day of calling of the elections more than 50% of the total population of the<br />

national minority according to the most recent census, reduced by 20%, is entered into the special electoral register the national minority.<br />

Principles of electing National Councils<br />

Article 30<br />

The elections for National Councils shall be based on principles of free choice, equality of voting rights, periodicity of elections and secrecy of<br />

ballot.<br />

The elections shall be especially based on voluntariness, proportionality and democracy.<br />
