Policies and measures adopted and
proposals to apply the Convention
At the Central American level, the country participates
permanently in the organizations, strategies,
meetings, among others, which are part
of the regional political framework on climate
change and its mitigation and adaptation policies.
Examples: Comisión Centroamericana de
Ambiente y Desarrollo (CCAD); Consejo Centroamericano
sobre Cambio Climático (CCCC);
Plan Centroamericano para el Manejo Integrado
y la Conservación de los Recursos del Agua
(PACADIRH); Convenio Regional sobre Cambio
Climático (CRCC); Comité Regional de Recursos
Hidráulicos (CRRH); Estrategia Forestal Centroamericana
(EFCA); Convenio Regional para
el Manejo y Conservación de los Ecosistemas
Naturales Forestales y el Desarrollo de Plantaciones
Forestales (Convenio Regional Forestal);
Convenio para la Conservación de la Biodiversidad
y Protección de áreas Silvestres Prioritarias
en América Central; Plan Ambiental de la
Región Centroamericana (PARCA), la Estrategia
Regional de Cambio Climático, la Estrategia Regional
Agroambiental y de Salud (ERAS).
At the national level, the Ministry of Environment,
Energy, and Telecommunications (MI-
NAET) is the leading entity that has taken the
responsibility to implement the Convention
through the following institutions:
- The National Meteorological Institute (IMN),
which acts as focal point to the IPCC. The
IMN has led the preparation of the National
Greenhouse Gas Inventories, as well as studies
on vulnerability and adaptation, technology
transfer, education, and public awareness,
with the aid of resources from international
cooperation.
- Likewise, the Costa Rican Office on Joint Implementation
(OCIC) is the focal point to the
