Ishow that whereas lower quota prices are impliedunambiguously by expected penalties which are a function ofthe absolute violation size, the expectation of penalties basedupon relative violations of quota demands can, under certainconditions, produce higher quota prices than in a compliantquota market. If there are both compliant and non-compliantfirms in the fishery, the result would then be a shift in quotademand from compliant to non-compliant firms, rather thanthe reverse. The contradicting conclusions based on differenttheoretical perspectives regarding this impact cause need forempirical studies. Empirical work, however, has laggedbehind. In fact, few studies have in a convincing waydemonstrated how VI affects performance. The barriers inconducting empirical studies of VI are multiple. The mainpurpose of this paper is to demonstrate ways of overcomingthe difficulties facing empirical studies of VI. The empiricalsetting chosen for the study is the Norwegian fish processingindustry. We examine to what extent VI is implemented inthis industry, mainly upstream, towards the fishing fleet. Theeconomic effect of VI is addressed.A-38
