However, harvester <strong>de</strong>cisionsimpact the economic performance of co-<strong>de</strong>pen<strong>de</strong>ntprocessing firms. This paper incorporates both sectors in ananalysis of the effect of ITQs on commercial fisheries.Results show that, as a consequence of season elongationun<strong>de</strong>r a harvester-only allocation of fishing rights, capitalnonmalleability implies that processor quasi-rents will beredistributed to harvesters.
