However, harvester decisionsimpact the economic performance of co-dependentprocessing firms. This paper incorporates both sectors in ananalysis of the effect of ITQs on commercial fisheries.Results show that, as a consequence of season elongationunder a harvester-only allocation of fishing rights, capitalnonmalleability implies that processor quasi-rents will beredistributed to harvesters.
