We then examine mo<strong>de</strong>ls of individualand group interactions, drawing out their implications for theways in wich resources will be utilized and managed un<strong>de</strong>rvarious rights assignments. Resources are classified intovarious groups (suc as “collective” and “private”) <strong>de</strong>pendingon the type of rights assignment that is most appropriate, andwe critically examine situations in which it is claimed thatcertain combinations of rights an rules of behavior will leadto an “i<strong>de</strong>al”allocation of the associated resources. We arguethat in all but a very limited set ofcircumstances, efficienallocations will require at the least some form of socialintervention, and we discuss both formal and informalmo<strong>de</strong>ls of social organization toward this end. Variousdistortions are i<strong>de</strong>ntified that may arise when incorrectedassignments of rights are utilized. We discuss variouspractical ways of correcting for these distortions usinginstruments such as taxes, quotas, and markets for pollutionpermites.A-60
