Finnish Ministry of Transport and Communications and many cities have included a
sustainable development approach for their strategies. Sustainability has become an integral
part of road, street and traffic planning. Sustainable approach has still remained incomplete
in the parking design, even though parking is a key part of land-use planning. Parking areas
are influential in the compactness of the regions, comfort, security and overall functionality
of transport and environmental impacts.
This paper examines how sustainability can be considered with a holistic approach to
parking design and implementation. The main research topic is how sustainable
development in the parking planning can promotes possibilities for pedestrians, bicycle and
public transport, improve road safety and minimize environmental impacts, so that the
region's performance and competitiveness are guaranteed. During the work 17 Finnish
experts' views, for example cultural development of traffic and sustainable development
parking planning, were collected by interviewing. Interviews were also collected from six
Finnish case examples from experiences of various parking systems. The results are then
applied to a parking plan according to sustainable development. The correctness of the
results is verified by case studies.
The result of the study is that sustainable approach to parking planning development
reduces motor vehicle traffic, the number of potential conflicts of different traffic modes
and allows better possibilities for a close, comfortable urban structure. The study presents
the parking system features that enable the implementation of parking solutions in
accordance with the sustainable development and offers resolution how sustainable traffic
modes can be advanced with the gains from reduction of parking areas.
