DIVISÃO POLÍTICO-ADMINISTRATIVA E REGIONAL ANUÁRIO ESTATÍSTICO DO BRASIL - 1998 Evolução Político-Administrativa A evolução político-administrativa do Brasil, no que diz respeito aos Estados, Territórios Federais, Distrito Federal e Grandes Regiões, pode ser analisada nos Mapas de Evolução das Unidades Político- Administrativas. A evolução do quantitativo de municípios e distritos, neste período, encontra-se na Tabela Evolução Político- Administrativa, segundo as Grandes Regiões e Unidades da Federação (1940 a 1998), e está relacionada às Unidades Federadas e à Divisão Regional, hoje vigentes. Divisão Regional Como parte de sua missão institucional, o IBGE tem como atribuição elaborar divisões regionais do território brasileiro, com a finalidade básica de viabilizar a agregação e a divulgação de dados estatísticos. Essas divisões, que se estabelecem em diversos níveis de abrangência, conduziram, num primeiro momento, à agregação de Unidades Federadas em espaços macrorregionais, institucionalizados em 1942, como: Região Norte, Região Meio-Norte, Região Nordeste Ocidental, Região Nordeste Oriental, Região Leste Setentrional, Região Leste Meridional, Região Sul e Região Centro-Oeste. Em conseqüência das transformações havidas no espaço brasileiro, no decorrer das décadas de 50 e 60, uma nova divisão em macrorregiões foi elaborada em 1970, definindo as Regiões: Norte, Nordeste, Sudeste, Sul e Centro-Oeste, que permanecem em vigor até o momento atual. Num outro nível de agregação foram instituídas, em 1945, as Zonas Fisiográficas, baseadas no quadro físico do território, com vistas ao grupamento de dados estatísticos municipais, em unidades espaciais de dimensão mais reduzida que as das Unidades da Federação. As Zonas Fisiográficas vigiram até 1968, quando foram substituídas pelas Microrregiões Homogêneas, definidas com base na organização da produção, emergente do processo de transformação do espaço nacional. Em 1976, considerando a necessidade de ter-se um nível de agregação espacial maior, foram definidas as Mesorregiões Homogêneas por agrupamento de microrregiões. Já em 1990, a Presidência do IBGE aprovou a Divisão Regional do Brasil em Microrregiões Geográficas, com o mesmo objetivo das divisões anteriormente mencionadas, embora tenham resultado de um modelo de construção diverso daquele adotado para definir as Zonas Fisiográficas e as Microrregiões Homogêneas. Se no período anterior as unidades regionais foram constituídas por agregação, quer de municípios, quer de microrregiões, a especificidade do modelo subseqüente consiste na definição dos espaços microrregionais a partir da subdivisão de espaços mesorregionais, tendo como critério fundamental a estrutura produtiva. Essas sucessivas divisões do espaço nacional foram estabelecidas com base em diferentes abordagens conceituais e teóricas, e visaram a traduzir, ainda que de maneira sintética, os desníveis da organização do Território Nacional quanto às questões sociais e políticas. A progressiva modificação quanto a essas questões e seus rebatimentos espaciais tornam necessária a revisão periódica dos diversos modelos adotados pelo IBGE para a definição dos espaços regionais, particularmente considerando-se as contínuas transformações ocorridas no País.
