In a 2010 report, ActionAid had calculated that EU companies had already secured or<br />
requested at least 5 million hectares of land for agrofuels in developing countries –<br />
which is it considers is a conservative estimate. 530 The European Commission itself “is<br />
aware of increased investor interest in land for food and biofuel production, including in<br />
Ethiopia where around 1.2 million hectares of land has been transferred to domestic<br />
and foreign investors”. 531<br />
In his report on his field visit to Benin, the UN Special Rapporteur on the right to food<br />
noted:<br />
The pressure on the land, referred to in the previous section, could<br />
become still greater in the future, given the planned expansion of<br />
agrofuel production. At the time of the mission, Benin was actively<br />
seeking investors for large-scale projects in addition to the energy<br />
