amongst other things, aim sat the development of biofuels in Africa.<br />
In addition, the Economic Community of West African States (ECOWAS) which<br />
comprises fifteen West African countries, created in November 2009 an investment<br />
fund called the African <strong>Bio</strong>fuel & Renewable Energy Company (ABREC). 106 Its aim is<br />
to “facilitate an increased flow of investments in biofuel projects and renewable energy<br />
in Africa.” 107 It was created with the support of the United Nations Conference on<br />
Trade and Development (UNCTAD) and the ECOWAS Bank of Investment and<br />
Development, and it would have a capital of 200 million euros. 108<br />
