1. Take a stand<br />
to analyse EU and EU Member States’ obligations. The<br />
European Commission could use the EU Operational Guidance<br />
on taking account of Fundamental Rights in Commission Impact<br />
Assessments as a reference point to its monitoring exercise,<br />
which would also add consistency to its work. All relevant<br />
Directorate Generals in the Commission should be involved,<br />
including DG Devco and DG Justice.<br />
iii. Both current and foreseeable future impacts must be assessed.<br />
iv. The assessors must include individuals equipped with the<br />
necessary development and human rights expertise. Civil<br />
society, affected people and other actors should be fully<br />
consulted and their views taken into account in the assessment<br />
and monitoring process.<br />
v. The assessment should carefully consider both quantitative and<br />
qualitative data, including interviews and case-studies.<br />
Information from all stakeholders should be considered,<br />
including data from relevant international organisations and civil<br />
society.<br />
a. Actively participate in monitoring the EU biofuel policy, and fully play its<br />
role in reviewing its impacts.<br />
b. Seek to ensure that the recommendations above are respected, and, if<br />
necessary, hold the relevant actors to account.<br />
2. Regulate companies<br />

b. Take the occasion of the review of the Brussels I regulation to regulate<br />
companies and, in particular, to ensure that victims of land-grabbing by<br />
EU-based companies have access to adequate and effective remedies,<br />
including when necessary in the EU.<br />
1. Ratify the Optional Protocol to the Covenant on Economic, Social and Cultural<br />
Rights.<br />
2. Apply the EU policy framework on addressing food security challenges to<br />
national development cooperation programmes and, as soon as they have<br />
been adopted, the Voluntary Guidelines on Responsible Governance of Tenure<br />
to Land, Forest and Fisheries.<br />
3. Immediately modify their application of the Renewable Energy Directive,<br />
including, when possible, by changing the national renewable energy action<br />
