RASHNESS AND<br />

RELUCTANCY.<br />

The more ignorant a nation is, the<br />

more rashly does it plunge into the<br />

stream of action: the more learned and<br />

reflective a people is, the longer does it<br />

continue to sound the depths and shoals<br />

which it fords with prudent steps, or<br />

even remains trembling on the bank because<br />

unable to fathom the flood, or because<br />

terrified at the prospect of a<br />

national cold in the head from the<br />

effects of a wetting. In the end it<br />

matters little that our progress is slow,<br />

or that we lose a few short centuries<br />

by standing still, for the future belongs<br />

to the German race —a long and mighty<br />

future.
