8 EQUALITY REPORTING<br />

8.1 Equality duty<br />

<strong>The</strong> Trust uses the Equality <strong>and</strong> Diversity System to help ensure the requirements of the public sector<br />

Equality Duty are met <strong>and</strong> that the Trust delivers services that are personal, fair <strong>and</strong> diverse.<br />

<strong>The</strong> Equality <strong>and</strong> Diversity System (EDS) covers 18 outcomes grouped in to 4 objectives:<br />

1. Better health outcomes for all<br />

2. Improved patient access <strong>and</strong> experience<br />

3. Empowered, engaged <strong>and</strong> included staff<br />

4. Inclusive leadership<br />

Guidance published by the Equality <strong>and</strong> Human Rights Commission states that public authorities<br />

must:<br />

• Prepare <strong>and</strong> publish one or more objectives they think they should achieve to do any of the<br />

things mentioned in the aims of the general equality duty by 6 th April 2012 <strong>and</strong> at least every 4<br />

years thereafter.<br />

• Ensure that those objectives are specific <strong>and</strong> measurable.<br />

• Publish those objectives in such a manner that they are accessible to the public.<br />

8.2 Our equality <strong>and</strong> diversity objectives<br />

In 2012/13 the Trust will be working towards the following objectives to enhance equality <strong>and</strong> diversity<br />

across the Trust: -<br />

Objectives<br />

<strong>The</strong> Trust will develop positive attitudes towards equality <strong>and</strong> diversity by training <strong>and</strong> developing,<br />

Associate Medical Directors, General Managers, Matrons, Deputy General Managers <strong>and</strong> Ward<br />

Sister/Charge Nurses.<br />

Success will be measured through a baseline questionnaire pre programme <strong>and</strong> repeated post<br />

programme. Improvement will be fed back at the end of year 1 <strong>and</strong> areas for further work identified<br />

leading to a year 2 / phase 2 programme. This will be a joint venture working with the Royal College<br />

of Nursing with the intention of publishing the work so that best practice can be shared across the<br />

NHS.<br />

<strong>The</strong> Trust will identify an EDS data set for patients <strong>and</strong> staff by the end of July 2012. Data collection<br />

will commence from September 2012 <strong>and</strong> analysed in March 2012 in order to inform 2013 / 2014<br />

business planning process. EDS business planning objectives will be set by each Directorate for<br />

year 2013.<br />

<strong>The</strong> Trust will complete its participation in a National Research Project identifying good <strong>and</strong> poor<br />

practice for people with learning difficulties in Acute Trusts by October 2012. <strong>The</strong> Trust will<br />

implement the research recommendation in 2013 once the research results are published.<br />
