10.3.2 Explanation for differences in actual performance versus<br />

expected performance at the time of the annual risk assessment<br />

Two CQC Outcome compliance risks were reported by the CQC in January 2012. <strong>The</strong>se risks related<br />

to Outcomes 4 <strong>and</strong> 5 (Care <strong>and</strong> Welfare of people who use services <strong>and</strong> meeting nutritional needs).<br />

Since this time, the Trust has implemented <strong>and</strong> audited actions plans to ensure compliance is<br />

observed. <strong>The</strong> CQC was advised by the Trust that is compliant with these Outcomes as from 30 th<br />

April 2012.<br />

10.3.3 Details <strong>and</strong> actions from any formal interventions.<br />

<strong>The</strong> Trust had no formal interventions during 2011/12.<br />

10.4 <strong>The</strong> Care Quality Commission (CQC – formerly the<br />

Healthcare Commission)<br />

Whereas Monitor’s role is to assess <strong>and</strong> regulate the ability of an NHS Foundation Trust board to do<br />

their job properly <strong>and</strong> ensure their hospitals provide high quality care, the Care Quality Commission<br />

(CQC) is the independent regulator responsible for regulating the quality of health <strong>and</strong> adult social<br />

care services in Engl<strong>and</strong>.<br />

<strong>The</strong>re are Core St<strong>and</strong>ards which the Trust must comply with <strong>and</strong> which the Care Quality Commission<br />

periodically reviews the Trust against. <strong>The</strong>se st<strong>and</strong>ards cover the full range of healthcare services<br />

<strong>and</strong> provide the general public with information on the quality of services provided by the Trust.<br />

10.4.1 Care Quality Commission (CQC) registration<br />

Health <strong>and</strong> social care organisations are required to register with the CQC through a registration<br />

system. This process is, in effect, a licence for Trusts like GWH to provide services.<br />

To be registered, trusts must meet the st<strong>and</strong>ards, which cover important issues for patients such as<br />

treating people with respect; involving them in decisions about care; keeping clinical areas clean, <strong>and</strong><br />

ensuring services are safe.<br />

To register with the CQC the Trust has had to demonstrate that it meets the essential st<strong>and</strong>ards of<br />

quality <strong>and</strong> safety across all services being provided.<br />

In March 2010 GWH was registered with the CQC without additional conditions attached to the<br />

registration.<br />
