• Operation personnel are required in commissioning phase of nuclear power project; therefore, development and approval of licensing procedure related documentation becomes a pre-criticality regulatory requirement for a new NPP. As a practice, preparation of such documents and systems is achieve involving commissioning engineers, newly deployed operation & maintenance personnel from various disciplines (including station training personnel), subject matter experts from HQs/ other stations and HQ SAT facilitators. LIQUIDS helps these personnel in following ways: a. LIQUIDS is available to users through NPCIL intranet in form of a web application which stores data at a central location. Therefore, it facilitates speedy, concurrent and multiunit collaboration for development / documentation and approvals of training content and procedures. b. LIQUIDS facilitates involvement of subject matter experts by i. Making the training system available in form of web application at his desk. ii. Guiding entry/modification of information in a systematic and progressive manner to ensure completeness of data entry and consequently achieve SAT compliance. iii. Providing sufficient training system triggers to ensure comprehensiveness of new training courseware development. iv. Relieving subject matter experts from information linking, formatting, deciphering complex training terminology, avoidable rework / repeated iteration and avoidable coordination with station / HQ training personnel. • Licensing and Qualification System is linked with the Qualification Incentive Scheme (QIS). For older stations, it has been observed that QIS for personnel from operation function is implemented at the early stage of plant operation (for new NPP mainly - due to regulatory requirement of availability of licensed staff) whereas implementation of QIS is generally delayed for other functions (maintenance, chemical lab and such others). This delay is mainly due to pre-occupation of station personnel in commissioning activities resulting to non availability of comprehensive QIS documents required for approvals. LIQUIDS provides solution for above by cutting down the development time for document generation. This is achieved by facilitating involvement of subject matter experts as explained above in sub-paragraph 2.b and by providing a uniform and concurrent approach for QIS development and documentation methodology for all the positions in different functions. • LIQUIDS provides a uniform approach in training system development across different operating stations. This helps in monitoring and auditing of implementation of QIS and SAT across the operating stations. • LIQUIDS provides a system for a. The sharing of experiences during development of courseware, syllabus, questions/question papers, checklist and evaluation are one of the important tools for capturing convertible tacit knowledge. Examination Management System is workflow automation of qualification examination for operating stations. The module has been implemented fully (schedule, nomination, paper generation, answer-sheet management, marks entry, result declaration) for conduct of examinations for all the stations through HQs. The module also includes development and maintenance of ‘Question Bank’ for licensing examination for all operating stations. The ‘Question Bank’ module has capability to capture and evaluate objective type questions also. Similar system would be developed for HQs personnel also.
