7. Adaptive Behaviours<br />

The evaluation of alternatives is based on the most likely future conditions and so where there is evidence<br />

that adaptive behavior was expected, it is already included in the analysis.<br />

8. Risk Assessment<br />

The vulnerability of the various water uses to level fluctuations was identified as fairly low under the<br />

regulation scenarios considered (very low probability of reaching a critical level). However, the risk<br />

associated with very rare events is very high if they are not predicted (e.g., water shortages in Montreal).<br />

The information gathered during this project highlighted the need for planning and raised awareness,<br />

among the people in charge, of low probability-high risk events.<br />
