<strong>Pulp</strong>, paper <strong>and</strong> paper products<br />

Methodology<br />

e-<strong>Bus<strong>in</strong>ess</strong> W@tch comb<strong>in</strong>es quantitative <strong>and</strong> qualitative research elements. The<br />

quantitative analysis of <strong>ICT</strong> <strong>and</strong> e-bus<strong>in</strong>ess adoption by firms is based to a large extent<br />

on representative surveys among decision-makers <strong>in</strong> European enterprises ("e-<strong>Bus<strong>in</strong>ess</strong><br />

Survey"). Interviews are conducted by telephone, based on a st<strong>and</strong>ardised <strong>and</strong> computer<br />

supported questionnaire (CATI 7 method). In total, more than 25,000 enterprises were<br />

<strong>in</strong>terviewed <strong>in</strong> <strong>the</strong> surveys of 2002, 2003 <strong>and</strong> 2005. The most recent survey (conducted <strong>in</strong><br />

April/May 2006) covered more than 14,000 enterprises from 10 sectors <strong>in</strong> all EU Member<br />

States <strong>and</strong> most EEA <strong>and</strong> C<strong>and</strong>idate Countries. 8<br />

The e-<strong>Bus<strong>in</strong>ess</strong> W@tch Surveys have won recognition by <strong>the</strong> <strong>in</strong>ternational research<br />

community as a useful <strong>in</strong>strument for pilot<strong>in</strong>g new e-bus<strong>in</strong>ess metrics. The experience<br />

ga<strong>in</strong>ed from this pilot<strong>in</strong>g is used, for example, by Eurostat for plann<strong>in</strong>g <strong>and</strong> develop<strong>in</strong>g<br />

<strong>the</strong>ir own survey of <strong>ICT</strong> use by bus<strong>in</strong>esses.<br />

e-<strong>Bus<strong>in</strong>ess</strong> W@tch complements <strong>the</strong> statistical picture by a more detailed presentation of<br />

concrete e-bus<strong>in</strong>ess activity <strong>in</strong> <strong>in</strong>dividual enterprises from <strong>the</strong> sectors covered, ma<strong>in</strong>ly <strong>in</strong><br />

<strong>the</strong> form of brief case studies. About 75 case studies are conducted <strong>in</strong> 2006 add<strong>in</strong>g to<br />

more than 100 case studies conducted <strong>in</strong> previous years. Evidence from <strong>the</strong> survey <strong>and</strong><br />

case studies is backed up by desk research <strong>and</strong> <strong>in</strong>terviews with <strong>in</strong>dustry<br />

representatives <strong>and</strong> e-bus<strong>in</strong>ess experts.<br />

The importance of network<strong>in</strong>g <strong>and</strong> debate<br />

S<strong>in</strong>ce its first implementation <strong>in</strong> late 2001, e-<strong>Bus<strong>in</strong>ess</strong> W@tch has <strong>in</strong>creas<strong>in</strong>gly developed<br />

from a market observatory <strong>in</strong>to a th<strong>in</strong>k-tank <strong>and</strong> <strong>in</strong>termediary, stimulat<strong>in</strong>g debate<br />

among stakeholders at an <strong>in</strong>ternational level about <strong>the</strong> economic <strong>and</strong> policy implications<br />

of e-bus<strong>in</strong>ess. The positive feed-back <strong>and</strong> large uptake for <strong>the</strong> various publications <strong>and</strong><br />

statistics provided by <strong>the</strong> e-<strong>Bus<strong>in</strong>ess</strong> W@tch, for example <strong>the</strong>ir exploitation by various<br />

research <strong>in</strong>stitutions, reflects <strong>the</strong> dem<strong>and</strong> for sectoral e-bus<strong>in</strong>ess analysis <strong>and</strong> discussion<br />

on related issues.<br />

e-<strong>Bus<strong>in</strong>ess</strong> W@tch uses several mechanisms for debate <strong>and</strong> network<strong>in</strong>g with stakeholders.<br />

An important platform for this is <strong>the</strong> website (www.ebus<strong>in</strong>ess-watch.org), where<br />

all reports <strong>and</strong> survey data are published. Fur<strong>the</strong>rmore, results are presented <strong>and</strong><br />

discussed with <strong>in</strong>dustry at workshops, with<strong>in</strong> <strong>and</strong> via <strong>the</strong> Advisory Board, <strong>and</strong>, lastly,<br />

through <strong>the</strong> participation of study team members <strong>in</strong> o<strong>the</strong>r events, such as conferences,<br />

workshops <strong>and</strong> work<strong>in</strong>g groups organised by third parties.<br />

The EEA (European Economic Area) <strong>in</strong>cludes, <strong>in</strong> addition to EU Member States, Icel<strong>and</strong>,<br />

Liechtenste<strong>in</strong> <strong>and</strong> Norway. C<strong>and</strong>idate Countries, which are c<strong>and</strong>idates for accession <strong>in</strong>to <strong>the</strong><br />

EU, are (as of May 2006) Bulgaria, Croatia, Romania <strong>and</strong> Turkey.<br />
