<strong>Pulp</strong>, paper <strong>and</strong> paper products<br />
Policy could act as a facilitator <strong>and</strong> moderator <strong>in</strong> this process. A possible <strong>in</strong>strument could<br />
be specific actions <strong>in</strong> <strong>ICT</strong> related R&D programmes (such as <strong>the</strong> IST Programme with<strong>in</strong><br />
<strong>the</strong> European Union's Framework Programme), which co-f<strong>in</strong>ance R&D measures that are<br />
directed towards <strong>the</strong> development of SME-oriented bus<strong>in</strong>ess adm<strong>in</strong>istration systems, or<br />
projects foster<strong>in</strong>g <strong>the</strong> market deployment of such systems (e.g. by f<strong>in</strong>anc<strong>in</strong>g pilots). A<br />
multi-stakeholder approach would be necessary <strong>in</strong> such projects, ideally <strong>in</strong>volv<strong>in</strong>g<br />
software providers <strong>and</strong> user <strong>in</strong>dustries’ associations, thus represent<strong>in</strong>g both sellers <strong>and</strong><br />
buyers of <strong>the</strong>se systems.<br />
5.2.2 Ensure a favourable framework for e-bus<strong>in</strong>ess<br />
Research conducted for this study has not found evidence for <strong>ICT</strong>-<strong>in</strong>duced market failure<br />
<strong>in</strong> <strong>the</strong> P&P <strong>in</strong>dustry which would call for policy <strong>in</strong>tervention (see Section 5.1.2 –<br />
"Implications for <strong>in</strong>dustry structure"). However, <strong>the</strong>re are a few e-bus<strong>in</strong>ess related issues<br />
which deserve a closer look, as <strong>the</strong>y might create problems for firms <strong>in</strong> this sector.<br />
The follow<strong>in</strong>g two issues emerged, respectively, from <strong>the</strong> study of <strong>in</strong>dustry-specific e-<br />
st<strong>and</strong>ards (see Section 4.1) <strong>and</strong> from <strong>the</strong> analysis of <strong>ICT</strong> as a driver of process efficiency<br />
(see Section 4.2). They raise quite complicated questions which cannot be solved as part<br />
of this study. Never<strong>the</strong>less, policy could follow up on <strong>the</strong>se issues <strong>in</strong> order to counteract<br />
undesirable effects for companies <strong>in</strong> this <strong>in</strong>dustry as potentially <strong>in</strong> o<strong>the</strong>r sectors studied<br />
by e-<strong>Bus<strong>in</strong>ess</strong> W@tch <strong>in</strong> 2006.<br />
Assess <strong>the</strong> bus<strong>in</strong>ess case for <strong>in</strong>tegration <strong>and</strong> consolidation of <strong>in</strong>dustry<br />
st<strong>and</strong>ards for <strong>the</strong> P&P <strong>in</strong>dustry<br />
As shown <strong>in</strong> Sections 3.3.1 ("Types of e-st<strong>and</strong>ards used") <strong>and</strong> 4.1 ("papiNet®"), <strong>the</strong>re are<br />
parallel <strong>in</strong>dustry <strong>in</strong>itiatives to establish st<strong>and</strong>ards for B2B trade with<strong>in</strong> <strong>the</strong> P&P <strong>in</strong>dustry<br />
<strong>and</strong> <strong>in</strong> exchanges with <strong>the</strong> consumer goods <strong>in</strong>dustry.<br />
papiNet® is an <strong>in</strong>dustry <strong>in</strong>itiative to develop a st<strong>and</strong>ard specifically for <strong>the</strong> forest<br />
<strong>and</strong> paper <strong>in</strong>dustries for automat<strong>in</strong>g bus<strong>in</strong>ess flows <strong>in</strong> this sector. It is currently<br />
used by 2-3% of firms, but more than 10% of large firms, <strong>and</strong> <strong>in</strong> particular by pulp<br />
<strong>and</strong> paper manufacturers (see Section 3.3.1).<br />
In parallel, <strong>the</strong> consumer goods <strong>in</strong>dustry promotes GUSI (Global Upstream Supply<br />
Initiative) as a st<strong>and</strong>ard for exchanges with <strong>the</strong>ir suppliers, which <strong>in</strong>cludes<br />
packag<strong>in</strong>g suppliers (NACE 21.2).<br />
papiNet® <strong>and</strong> GUSI <strong>the</strong>refore currently co-exist <strong>and</strong> respectively constitute <strong>the</strong> ma<strong>in</strong><br />
st<strong>and</strong>ards for e-bus<strong>in</strong>ess (i.e. automated B2B processes) <strong>in</strong> <strong>the</strong> two sub-sectors of <strong>the</strong><br />
P&P <strong>in</strong>dustry.<br />
An <strong>in</strong>terest<strong>in</strong>g question for <strong>the</strong> future – which cannot be answered by this study – is<br />
whe<strong>the</strong>r <strong>the</strong>re is a bus<strong>in</strong>ess case for <strong>in</strong>tegration <strong>and</strong> consolidation of common<br />
technical components <strong>and</strong> semantic aspects of <strong>the</strong> papiNet® <strong>and</strong> GUSI st<strong>and</strong>ards. Policy<br />
could consider explor<strong>in</strong>g this question <strong>in</strong> more detail. There is a potential risk that <strong>the</strong> <strong>ICT</strong><br />
systems of small companies from <strong>the</strong> convert<strong>in</strong>g <strong>in</strong>dustries have to comply with two<br />
<strong>in</strong>dependent <strong>in</strong>dustry specific st<strong>and</strong>ards, <strong>in</strong> response to pressure from paper suppliers on<br />
<strong>the</strong> one side <strong>and</strong> <strong>the</strong> consumer goods <strong>in</strong>dustry (customers) on <strong>the</strong> o<strong>the</strong>r.<br />
