Practically each step <strong>in</strong> a transaction can ei<strong>the</strong>r be pursued electronically (onl<strong>in</strong>e) or nonelectronically<br />

(offl<strong>in</strong>e), <strong>and</strong> all comb<strong>in</strong>ations of electronic <strong>and</strong> non-electronic implementation<br />

are possible. It is <strong>the</strong>refore difficult to decide which components actually have to be<br />

conducted onl<strong>in</strong>e <strong>in</strong> order to call a transaction (as a whole) ‘electronic’.<br />

In this context, dur<strong>in</strong>g 2000 <strong>the</strong> OECD proposed broad <strong>and</strong> narrow def<strong>in</strong>itions of<br />

electronic commerce both of which are still valid <strong>and</strong> useful: 11 While <strong>the</strong> narrow def<strong>in</strong>ition<br />

focuses on '<strong>in</strong>ternet transactions' only, <strong>the</strong> broad def<strong>in</strong>ition def<strong>in</strong>es e-Commerce as "<strong>the</strong><br />

sale or purchase of goods or services, whe<strong>the</strong>r between bus<strong>in</strong>esses, house-holds,<br />

<strong>in</strong>dividuals, governments, <strong>and</strong> o<strong>the</strong>r public or private organisations, conducted over<br />

computer-mediated networks. The goods <strong>and</strong> services are ordered over those<br />

networks, but <strong>the</strong> payment <strong>and</strong> <strong>the</strong> ultimate delivery of <strong>the</strong> goods or service may be<br />

conducted on- or offl<strong>in</strong>e" (OECD, 2001).<br />

e-Transactions: Commercial exchanges between a company <strong>and</strong> its<br />

suppliers or customers which are conducted electronically. Participants<br />

can be o<strong>the</strong>r companies ("B2B" – bus<strong>in</strong>ess-to-bus<strong>in</strong>ess), consumers<br />

("B2C"), or governments ("B2G"). This <strong>in</strong>cludes processes dur<strong>in</strong>g <strong>the</strong> presale<br />

or pre-purchase phase, <strong>the</strong> sale or purchase phase, <strong>and</strong> <strong>the</strong> aftersale<br />

/ purchase phase.<br />

e-Commerce: Electronic Commerce. The sale or purchase of goods or<br />

services, whe<strong>the</strong>r between bus<strong>in</strong>esses, house-holds, <strong>in</strong>dividuals, governments,<br />

<strong>and</strong> o<strong>the</strong>r public or private organisations, conducted over<br />

e-Interactions: Electronic Interactions <strong>in</strong>clude <strong>the</strong> full range of e-Transactions,<br />

<strong>and</strong> <strong>in</strong> addition collaborative bus<strong>in</strong>ess processes (e.g. collaborative<br />

design) which are not directly transaction focused.<br />

The addendum regard<strong>in</strong>g payment <strong>and</strong> delivery is an important part of <strong>the</strong> def<strong>in</strong>ition, but<br />

can be debated. The difficult question is which processes along <strong>the</strong> different transaction<br />

phases constitute e-Commerce <strong>and</strong> which do not (see Exhibit 1-2). The OECD def<strong>in</strong>ition<br />

In 1999, <strong>the</strong> OECD Work<strong>in</strong>g Party on Indicators for <strong>the</strong> Information Society (WPIIS) established<br />

an Expert Group on Def<strong>in</strong><strong>in</strong>g <strong>and</strong> Measur<strong>in</strong>g Electronic Commerce, <strong>in</strong> order to compile<br />

def<strong>in</strong>itions of electronic commerce which are policy relevant <strong>and</strong> statistically feasible. By 2000,<br />

work of <strong>the</strong> Group had resulted <strong>in</strong> def<strong>in</strong>itions for electronic commerce transactions.<br />
