promise of electronic bus<strong>in</strong>ess: cutt<strong>in</strong>g costs by <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> efficiency of bus<strong>in</strong>ess<br />

processes, <strong>in</strong>ternally <strong>and</strong> between trad<strong>in</strong>g partners <strong>in</strong> <strong>the</strong> value cha<strong>in</strong>.<br />

From e-Commerce to e-<strong>Bus<strong>in</strong>ess</strong><br />

As part of this matur<strong>in</strong>g process, electronic bus<strong>in</strong>ess has progressed from a ra<strong>the</strong>r<br />

specific to a very broad topic over <strong>the</strong> past 10 years. Initially, however, particularly <strong>in</strong> <strong>the</strong><br />

mid 1990s, <strong>the</strong> policy <strong>and</strong> research focus was very much on e-Commerce, which can be<br />

def<strong>in</strong>ed as onl<strong>in</strong>e commercial transactions.<br />

The term 'transactions' refers to exchanges between a company <strong>and</strong> its suppliers or<br />

customers. These can be o<strong>the</strong>r companies ("B2B" – bus<strong>in</strong>ess-to-bus<strong>in</strong>ess), consumers<br />

("B2C" – bus<strong>in</strong>ess-to-consumers), or governments ("B2G" – bus<strong>in</strong>ess-to-government). In<br />

<strong>the</strong> broad sense, transactions <strong>in</strong>clude commercial as well as o<strong>the</strong>r exchanges, such as<br />

send<strong>in</strong>g tax return forms to <strong>the</strong> tax authorities. In <strong>the</strong> context of this study on e-bus<strong>in</strong>ess,<br />

transactions are predom<strong>in</strong>antly commercial bus<strong>in</strong>ess transactions (see boxes for<br />

def<strong>in</strong>itions).<br />

Glossary<br />

Def<strong>in</strong>itions by st<strong>and</strong>ardisation groups (ISO, ebXML)<br />

The term "bus<strong>in</strong>ess transaction" is a key concept underly<strong>in</strong>g <strong>the</strong><br />

development of e-st<strong>and</strong>ards for B2B exchanges. Therefore, def<strong>in</strong>itions have<br />

been developed by <strong>the</strong> various st<strong>and</strong>ards communities as an underp<strong>in</strong>n<strong>in</strong>g<br />

for <strong>the</strong>ir practical work. Examples are:<br />

<strong>Bus<strong>in</strong>ess</strong>: "a series of processes, each hav<strong>in</strong>g a clearly understood<br />

purpose, <strong>in</strong>volv<strong>in</strong>g more than one party, realized through <strong>the</strong> exchange of<br />

<strong>in</strong>formation <strong>and</strong> directed towards some mutually agreed upon goal,<br />

extend<strong>in</strong>g over a period of time [ISO/IEC 14662:2004]<br />

<strong>Bus<strong>in</strong>ess</strong> transaction: "a predef<strong>in</strong>ed set of activities <strong>and</strong>/or processes of<br />

parties which is <strong>in</strong>itiated by a party to accomplish an explicitly shared<br />

bus<strong>in</strong>ess goal <strong>and</strong> term<strong>in</strong>ated upon recognition of one of <strong>the</strong> agreed<br />

conclusions by all <strong>the</strong> <strong>in</strong>volved parties even though some of <strong>the</strong><br />

recognition may be implicit" [ISO/IEC 14662:2004]<br />

e-<strong>Bus<strong>in</strong>ess</strong> transaction: "a logical unit of bus<strong>in</strong>ess conducted by two or<br />

more parties that generates a computable success or failure state<br />

[ebXML Glossary]<br />

If transactions are conducted electronically ('e-transactions'), this constitutes e-<br />

Commerce. Transactions can be broken down <strong>in</strong>to different phases <strong>and</strong> related<br />

bus<strong>in</strong>ess processes, each of which can be relevant for e-Commerce. The pre-sale (or<br />

pre-purchase) phase <strong>in</strong>cludes <strong>the</strong> presentation of (or request for) <strong>in</strong>formation about <strong>the</strong><br />

offer, <strong>and</strong> <strong>the</strong> negotiation about <strong>the</strong> price. The sale / purchase phase covers <strong>the</strong> order<strong>in</strong>g,<br />

<strong>in</strong>voic<strong>in</strong>g, payment <strong>and</strong> delivery processes. F<strong>in</strong>ally, <strong>the</strong> after sale / purchase phase<br />

covers all processes after <strong>the</strong> product or service has been delivered to <strong>the</strong> buyer, such as<br />

after sales customer services (e.g. repair, updates).<br />
