1 Introduction<br />

1.1 About e-<strong>Bus<strong>in</strong>ess</strong> W@tch<br />

Policy background<br />

The European Commission launched e-<strong>Bus<strong>in</strong>ess</strong> W@tch <strong>in</strong> late 2001 to monitor <strong>the</strong><br />

adoption, development <strong>and</strong> impact of electronic bus<strong>in</strong>ess practices <strong>in</strong> different sectors of<br />

<strong>the</strong> economy <strong>in</strong> <strong>the</strong> European Union.<br />

The <strong>in</strong>itiative is rooted <strong>in</strong> <strong>the</strong> eEurope Action Plans of 2002 <strong>and</strong> 2005. The eEurope<br />

2005 Action Plan def<strong>in</strong>ed <strong>the</strong> goal "to promote take-up of e-bus<strong>in</strong>ess with <strong>the</strong> aim of<br />

<strong>in</strong>creas<strong>in</strong>g <strong>the</strong> competitiveness of European enterprises <strong>and</strong> rais<strong>in</strong>g productivity <strong>and</strong><br />

growth through <strong>in</strong>vestment <strong>in</strong> <strong>in</strong>formation <strong>and</strong> communication technologies, human<br />

resources (notably e-skills) <strong>and</strong> new bus<strong>in</strong>ess models". 3 e-<strong>Bus<strong>in</strong>ess</strong> W@tch has been an<br />

important <strong>in</strong>strument for <strong>the</strong> European Commission to assess <strong>the</strong> developments <strong>and</strong><br />

progress <strong>in</strong> this field.<br />

The i2010 policy 4 , a follow-up to eEurope, also stresses <strong>the</strong> critical role of <strong>ICT</strong> for<br />

productivity <strong>and</strong> <strong>in</strong>novation, stat<strong>in</strong>g that "… <strong>the</strong> adoption <strong>and</strong> skilful application of <strong>ICT</strong> is<br />

one of <strong>the</strong> largest contributors to productivity <strong>and</strong> growth throughout <strong>the</strong> economy,<br />

lead<strong>in</strong>g to bus<strong>in</strong>ess <strong>in</strong>novations <strong>in</strong> key sectors" (p. 6). The Communication anticipates "a<br />

new era of e-bus<strong>in</strong>ess solutions", based on <strong>in</strong>tegrated <strong>ICT</strong> systems <strong>and</strong> tools, which will<br />

lead to an <strong>in</strong>creased bus<strong>in</strong>ess use of <strong>ICT</strong>. However, it also warns that bus<strong>in</strong>esses "still<br />

face a lack of <strong>in</strong>teroperability, reliability <strong>and</strong> security", which could hamper <strong>the</strong> realisation<br />

of productivity ga<strong>in</strong>s (p. 7).<br />

In 2005, <strong>in</strong> consideration of globalisation <strong>and</strong> <strong>in</strong>tense <strong>in</strong>ternational competition, <strong>the</strong><br />

European Commission launched a new <strong>in</strong>dustrial policy 5 to create better framework<br />

conditions for manufactur<strong>in</strong>g <strong>in</strong>dustries <strong>in</strong> <strong>the</strong> com<strong>in</strong>g years. Some of <strong>the</strong> policy str<strong>and</strong>s<br />

described have direct l<strong>in</strong>ks to <strong>ICT</strong> <strong>and</strong> e-bus<strong>in</strong>ess developments. One of <strong>the</strong> new sectorspecific<br />

<strong>in</strong>itiatives covered by <strong>the</strong> policy is <strong>the</strong> taskforce on <strong>in</strong>formation <strong>and</strong><br />

communication technologies (<strong>ICT</strong>) competitiveness. The taskforce with stakeholders<br />

representatives focuses on identify<strong>in</strong>g <strong>and</strong> propos<strong>in</strong>g measures to remove obstacles that<br />

<strong>in</strong>hibit <strong>ICT</strong> take-up among enterprises. Ano<strong>the</strong>r <strong>in</strong>itiative is to conduct a series of<br />

competitiveness studies, to <strong>in</strong>clude for <strong>ICT</strong>, food, <strong>and</strong> fashion <strong>and</strong> design <strong>in</strong>dustries, <strong>in</strong><br />

order to analyse trends affect<strong>in</strong>g <strong>the</strong> competitiveness of <strong>the</strong>se <strong>in</strong>dustrial sectors.<br />

These policy considerations constitute <strong>the</strong> background <strong>and</strong> raison d'être of e-<strong>Bus<strong>in</strong>ess</strong><br />

W@tch as an observatory of related issues <strong>and</strong> a core <strong>the</strong>me for <strong>the</strong> analysis. With<strong>in</strong> this<br />

broader policy context, two fur<strong>the</strong>r important facets regard<strong>in</strong>g <strong>the</strong> mission of <strong>the</strong> <strong>in</strong>itiative<br />
