5.2.1 Accelerat<strong>in</strong>g <strong>ICT</strong> adoption among smaller P&P firms<br />

Besides <strong>the</strong> large paper manufacturers, <strong>the</strong> P&P <strong>in</strong>dustries also comprise a large number<br />

of small <strong>and</strong> medium-sized bus<strong>in</strong>esses, particularly <strong>in</strong> <strong>the</strong> convert<strong>in</strong>g <strong>in</strong>dustries. Many of<br />

<strong>the</strong> smaller firms from this sector are characterised by a ra<strong>the</strong>r conservative attitude<br />

towards <strong>ICT</strong> <strong>and</strong> e-bus<strong>in</strong>ess. An earlier <strong>in</strong>dustrial analysis by <strong>the</strong> Enterprise <strong>and</strong> Industry<br />

DG of <strong>the</strong> European Commission (dat<strong>in</strong>g back to 2002) had already concluded that a<br />

'wait <strong>and</strong> see' attitude was predom<strong>in</strong>ant among many of <strong>the</strong> smaller firms <strong>in</strong> <strong>the</strong> forest<br />

based <strong>in</strong>dustries as regards e-commerce. 123 Although <strong>ICT</strong> uptake has certa<strong>in</strong>ly <strong>in</strong>creased<br />

s<strong>in</strong>ce, <strong>and</strong> notwithst<strong>and</strong><strong>in</strong>g that <strong>the</strong>re are many <strong>in</strong>novative small companies, this<br />

observation still holds true <strong>in</strong> <strong>the</strong> broad sense.<br />

The limited degree of B2B <strong>in</strong>tegration between large firms <strong>and</strong> <strong>the</strong>ir smaller bus<strong>in</strong>ess<br />

partners is a pr<strong>in</strong>cipal bottleneck to a better exploitation of <strong>the</strong> potential of e-bus<strong>in</strong>ess <strong>in</strong><br />

terms of process efficiency <strong>and</strong> cost sav<strong>in</strong>gs. Indicative evidence is <strong>the</strong> low percentage of<br />

small firms – less than 10% – that has l<strong>in</strong>ked <strong>the</strong>ir <strong>ICT</strong> systems with suppliers or<br />

customers (see Sections 3.5.2 on "e-Integrated supply cha<strong>in</strong>s" <strong>and</strong> 3.6.2 on "e-Integration<br />

of market<strong>in</strong>g processes"). The use of SCM software is also very limited among smaller<br />

companies.<br />

Aga<strong>in</strong>st this background, policy could consider <strong>in</strong>itiatives to accelerate <strong>the</strong> adoption of<br />

<strong>ICT</strong> systems among smaller companies. The follow<strong>in</strong>g suggestions are possible leverage<br />

po<strong>in</strong>ts for policy to achieve this objective.<br />
