2 Industry Context <strong>and</strong> Background<br />

2.1 Sector def<strong>in</strong>ition<br />

<strong>Bus<strong>in</strong>ess</strong> activities covered<br />

The manufacture of pulp, paper <strong>and</strong> paper products <strong>in</strong>dustry covers <strong>the</strong> bus<strong>in</strong>ess<br />

activities specified <strong>in</strong> NACE Rev. 1.1 Division DE 21. 17 This <strong>in</strong>cludes two relatively<br />

diverse sub-sectors:<br />

The manufacture of pulp, paper <strong>and</strong> paperboard (NACE 21.1), which is a highly<br />

concentrated <strong>in</strong>dustry where companies typically operate <strong>in</strong> a world-wide market.<br />

The manufacture of articles of paper <strong>and</strong> paperboard (NACE 21.2), <strong>the</strong> so<br />

called 'convert<strong>in</strong>g <strong>in</strong>dustries', where companies are usually smaller <strong>and</strong> operate<br />

more on a regional or national basis, or specialise as <strong>in</strong>ternational leaders with<strong>in</strong><br />

selected niches.<br />

For simplicity, <strong>the</strong> term "pulp & paper <strong>in</strong>dustry" (P&P <strong>in</strong>dustry) will be used <strong>in</strong> this study, if<br />

<strong>the</strong> whole sector is concerned, i.e. <strong>the</strong> acronym P&P also <strong>in</strong>cludes <strong>the</strong> convert<strong>in</strong>g<br />

<strong>in</strong>dustries. If <strong>the</strong> analysis concerns specific sub-sectors only, a more specific reference<br />

will be used such as, for example, "<strong>the</strong> manufacture of pulp".<br />

"Neighbour<strong>in</strong>g" <strong>in</strong>dustries<br />

Industries <strong>in</strong> <strong>the</strong> sub-sector groups NACE 21.1 <strong>and</strong> NACE 21.2 of <strong>the</strong> P&P <strong>in</strong>dustry are<br />

very <strong>in</strong>ter-dependent with suppliers from <strong>the</strong> forestry <strong>and</strong> woodwork<strong>in</strong>g <strong>in</strong>dustries.<br />

Forestry <strong>and</strong> logg<strong>in</strong>g (NACE Rev. 1.1 A 02) constitutes <strong>the</strong> first activity <strong>in</strong> <strong>the</strong> value<br />

network of <strong>the</strong> wider P&P cluster. The next step <strong>in</strong> wood process<strong>in</strong>g features <strong>the</strong> sawmills<br />

(NACE DD 20.1), ano<strong>the</strong>r important cluster player with direct <strong>in</strong>terfaces to <strong>the</strong> P&P<br />

<strong>in</strong>dustry.<br />

Producers of newspapers <strong>and</strong> magaz<strong>in</strong>es are important downstream customers <strong>in</strong> <strong>the</strong><br />

value network of <strong>the</strong> publish<strong>in</strong>g <strong>and</strong> pr<strong>in</strong>t<strong>in</strong>g <strong>in</strong>dustries (NACE DE 22.1 <strong>and</strong> 22.2). 18<br />

Companies from <strong>the</strong> P&P <strong>in</strong>dustry often use <strong>the</strong> term "pr<strong>in</strong>t<strong>in</strong>g" for <strong>the</strong> activity of<br />

produc<strong>in</strong>g paper(board) packag<strong>in</strong>g solutions (conta<strong>in</strong>ers, boxes), which is covered by<br />

NACE 21.2. In fact, <strong>the</strong>re is probably a significant overlap between <strong>the</strong> two sub-sectors <strong>in</strong><br />

NACE Rev. 1.1 is a 4-digit classification of bus<strong>in</strong>ess activities. It is a revision of <strong>the</strong> ‘General<br />

Industrial Classification of Economic Activities with<strong>in</strong> <strong>the</strong> European Communities’, known by <strong>the</strong><br />

acronym NACE <strong>and</strong> orig<strong>in</strong>ally published by Eurostat <strong>in</strong> 1970.<br />

e-<strong>Bus<strong>in</strong>ess</strong> W@tch sector published two sector studies on <strong>the</strong> publish<strong>in</strong>g <strong>and</strong> pr<strong>in</strong>t<strong>in</strong>g <strong>in</strong>dustry<br />
