<strong>Pulp</strong>, paper <strong>and</strong> paper products<br />
20 member countries is composed of 850 paper produc<strong>in</strong>g companies <strong>and</strong> 1,250 mills.<br />
Toge<strong>the</strong>r, <strong>the</strong>se companies employ about 275,000 people <strong>in</strong> <strong>the</strong> CEPI member countries.<br />
Total employment has constantly decreased from close to 400,000 <strong>in</strong> 1991 (CEPI, 2006).<br />
These figures are largely confirmed by data from Eurostat Structural <strong>Bus<strong>in</strong>ess</strong> Statistics<br />
(SBS), which show that about 254,000 people were employed <strong>in</strong> <strong>the</strong> P&P manufactur<strong>in</strong>g<br />
<strong>in</strong>dustry (DE 21.1) <strong>in</strong> 2002/03 <strong>in</strong> <strong>the</strong> EU-25. Accord<strong>in</strong>g to Eurostat, <strong>the</strong> sector is<br />
composed of about 2,270 enterprises (see Exhibit 2-3).<br />
In contrast to paper manufactur<strong>in</strong>g, <strong>the</strong> convert<strong>in</strong>g <strong>in</strong>dustries cover a larger number of<br />
enterprises, but <strong>the</strong>se are typically much smaller firms. CITPA represents "about 5,000<br />
mostly small <strong>and</strong> medium-sized firms with about 380,000 employees" <strong>in</strong> Europe. 24 The<br />
total sub-sector (DE 21.2) <strong>in</strong>cludes about 16,100 enterprises <strong>in</strong> <strong>the</strong> EU-25 <strong>and</strong> provides<br />
jobs for about 490,000 people (Eurostat SBS).<br />

Thus, total direct employment <strong>in</strong> <strong>the</strong> P&P <strong>in</strong>dustry is about 743,000 people. Indirectly, <strong>the</strong><br />
<strong>in</strong>dustry is estimated to provide jobs for about 2.0 million people, if <strong>the</strong> closely related<br />
<strong>in</strong>dustry of wood <strong>and</strong> wood products (NACE Division DE 20) is <strong>in</strong>cluded. From a larger<br />
perspective, <strong>the</strong> P&P <strong>in</strong>dustry forms part of <strong>the</strong> forest-based <strong>in</strong>dustries, which <strong>in</strong>clude<br />
forestry, woodwork<strong>in</strong>g <strong>and</strong> pr<strong>in</strong>t<strong>in</strong>g. 25 This cluster of <strong>in</strong>dustries toge<strong>the</strong>r employs about 3<br />
million people <strong>and</strong> <strong>the</strong>reby constitutes a very important <strong>in</strong>dustry sector <strong>in</strong> <strong>the</strong> European<br />
Union.<br />
About 50% of people directly employed <strong>in</strong> <strong>the</strong> P&P <strong>in</strong>dustry work <strong>in</strong> SMEs <strong>and</strong> <strong>the</strong> o<strong>the</strong>r<br />
50% <strong>in</strong> large firms with 250 employees or more (Eurostat SBS). Large firms account for<br />
about 3% of all enterprises, medium-sized ones for about 11%.<br />
Production value, turnover, output<br />
The total production value of <strong>the</strong> P&P <strong>in</strong>dustry (NACE DE 21) was 147 billion euros <strong>in</strong><br />
2002/03 (Eurostat SBS) with a value added of about 47 billion euros (see Exhibit 2-3).<br />
More recent figures represented by CEPI for <strong>the</strong> European paper <strong>in</strong>dustry (DE 21.1) as<br />
<strong>in</strong>dicate a turnover of about 75 billion euros <strong>and</strong> a value added of 25 billion euros <strong>in</strong> 2004<br />
