2. Participation Analysis<br />

The participation analysis will rely on administrative and survey data <strong>to</strong> answer <strong>the</strong><br />

broad questions: how many beneficiaries participate in TTW, what are <strong>the</strong>ir characteristics,<br />

and what are <strong>the</strong>ir reasons for nonparticipation? More specifically, <strong>the</strong> analysis will address<br />

<strong>the</strong> following questions:<br />

! How do beneficiaries learn about <strong>the</strong> TTW program? Do <strong>the</strong>y generally<br />

understand <strong>the</strong> opportunities it <strong>of</strong>fers?<br />
