1. Enter in<strong>to</strong> an agreement with SSA<br />

2. Designate <strong>the</strong> geographic area(s) in which <strong>the</strong>y will provide services, <strong>the</strong> types <strong>of</strong><br />

services <strong>the</strong>y will provide, and <strong>the</strong> types <strong>of</strong> beneficiaries <strong>the</strong>y will serve.<br />

3. Select one <strong>of</strong> <strong>the</strong> two available payment systems (outcome or miles<strong>to</strong>neoutcome)<br />

4. Provide <strong>the</strong> beneficiary with a comprehensive explanation <strong>of</strong> both <strong>the</strong> services<br />

<strong>the</strong>y <strong>of</strong>fer and <strong>the</strong> beneficiary’s responsibilities<br />

5. Verify <strong>Ticket</strong>-holder eligibility and whe<strong>the</strong>r any payments have been made <strong>to</strong><br />

ano<strong>the</strong>r EN<br />

6. Develop an IWP with each beneficiary and ensure that services provided are<br />

appropriate <strong>to</strong> <strong>the</strong> IWP<br />

7. Submit <strong>the</strong> appropriate documentation <strong>to</strong> <strong>the</strong> <strong>Program</strong> Manager, which assigns<br />

<strong>the</strong> <strong>Ticket</strong><br />

8. Provide employment services, vocational rehabilitation services, or o<strong>the</strong>r<br />

support services <strong>to</strong> beneficiaries, ei<strong>the</strong>r directly or by entering in<strong>to</strong> agreements<br />

with o<strong>the</strong>r entities<br />

9. Submit claims for payments <strong>to</strong> <strong>the</strong> <strong>Program</strong> Manager with <strong>the</strong> documentation<br />

needed <strong>to</strong> support <strong>the</strong> claim for payment<br />

10. Notify <strong>the</strong> beneficiary and <strong>the</strong> <strong>Program</strong> Manager in writing when a beneficiary’s<br />

ticket is terminated<br />

d. Beneficiary Responsibilities<br />

To be eligible for a <strong>Ticket</strong>, a person must be receiving SSI or DI benefits and be<br />

between <strong>the</strong> ages <strong>of</strong> 18 and 64 (inclusive). Their impairments may be ei<strong>the</strong>r permanent<br />

(improvement is not expected) or nonpermanent (improvement is ei<strong>the</strong>r expected or cannot<br />

be accurately predicted). Two small groups (accounting for about six percent <strong>of</strong> all<br />

beneficiaries) are ineligible: (1) SSI beneficiaries who had been entitled <strong>to</strong> benefits under <strong>the</strong><br />

childhood regulations but who have very recently turned 18 and have not undergone <strong>the</strong><br />

process <strong>to</strong> determine whe<strong>the</strong>r <strong>the</strong>y are disabled under <strong>the</strong> adult eligibility criteria and (2) both<br />

SSI and DI beneficiaries for whom medical improvement was expected at <strong>the</strong> time <strong>of</strong> benefit<br />

award but who have not passed at least one medical continuing disability review.<br />

The primary responsibilities <strong>of</strong> beneficiaries are <strong>to</strong>:<br />

1. Obtain sufficient information <strong>to</strong> decide whe<strong>the</strong>r <strong>to</strong> participate in TTW, and if<br />

so, <strong>to</strong> select an appropriate EN<br />

2. Locate and contact, with <strong>the</strong> help <strong>of</strong> <strong>the</strong> <strong>Program</strong> Manager, an appropriate EN<br />

or SVRA willing <strong>to</strong> accept <strong>the</strong> <strong>Ticket</strong><br />

3. Participate in <strong>the</strong> development <strong>of</strong> <strong>the</strong> IWP with <strong>the</strong> EN<br />

II: Structure and Background <strong>of</strong> <strong>the</strong> <strong>Ticket</strong> <strong>to</strong> <strong>Work</strong> <strong>Program</strong>
