SVRA services for <strong>Ticket</strong> clients; (2) ENs do not view <strong>the</strong> terms <strong>of</strong> <strong>the</strong> agreements as<br />

favorable <strong>to</strong> <strong>the</strong>m; and (3) <strong>the</strong> SVRA is not aggressively encouraging ENs <strong>to</strong> sign <strong>the</strong><br />

agreements.<br />

In virtually every Phase 1 state, <strong>the</strong> SVRA-EN agreement was developed by <strong>the</strong> SVRA<br />

and <strong>the</strong>n submitted <strong>to</strong> ENs <strong>to</strong> accept or reject. In a few instances, ENs or groups <strong>of</strong> ENs<br />

were formally or informally involved in <strong>the</strong> agreement development process. With a few<br />

exceptions, it appears that SVRAs are developing one agreement for all ENs in <strong>the</strong> state,<br />

ra<strong>the</strong>r than agreements tailored <strong>to</strong> individual ENs, and are largely prescribing <strong>the</strong> content <strong>of</strong><br />

<strong>the</strong> agreements. At <strong>the</strong> EN Summit, participants recommended that SSA (1) explore<br />

possibilities for allowing beneficiaries <strong>to</strong> use SVRA services under <strong>the</strong> traditional payment<br />

system, <strong>the</strong>n subsequently permit use <strong>of</strong> <strong>the</strong> <strong>Ticket</strong> with an EN; (2) implement guidelines <strong>to</strong><br />

govern SVRA-EN agreements <strong>to</strong> promote equitable, long-term financial joint ventures with<br />

shared risk and responsibility; and (3) assess <strong>the</strong> policies articulated in <strong>the</strong> Transmittal 17<br />

amendment <strong>to</strong> SSA’s VR Provider Handbook related <strong>to</strong> <strong>the</strong> requirements <strong>of</strong> <strong>Ticket</strong><br />

assignments <strong>to</strong> SVRAs, particularly <strong>to</strong> ensure that beneficiaries would not have <strong>the</strong>ir <strong>Ticket</strong>s<br />

assigned <strong>to</strong> an SVRA without <strong>the</strong>ir knowledge and consent.<br />
