10. CONSTRUCTION SITE MANAGEMENT<br />

The following examination will focus on environmental as well as <strong>health</strong>-<strong>related</strong> aspects of<br />

construction site activities <strong>and</strong> their implementation in the analysed assessment systems EU<br />

Ecolabel (3 rd draft), SBTool, CSH (Code <strong>for</strong> Sustainable Homes), LEED <strong>for</strong> Homes, DGNB,<br />

<strong>and</strong> TQB.<br />

The main topics are construction waste management, noise <strong>and</strong> dust attenuation, social<br />

responsibility with respect to all groups affected by construction site activities (including<br />

<strong>health</strong> protection <strong>and</strong> safety measures <strong>and</strong> avoidance of accidents, etc.).Transports to <strong>and</strong><br />

from site <strong>and</strong> the <strong>related</strong> emissions to air are dealt with in chapter “Energy <strong>and</strong> CO 2 -<br />

emissions” 67 .<br />

10.1. EU Ecolabel (3rd draft)<br />

(Construction) Waste Management<br />

The main focus of waste management strategies within the Third Draft of EU Ecolabel lies<br />

explicitly on the operation <strong>and</strong> demolition of the building. Construction-site <strong>related</strong> waste is<br />

only considered within the optional Section B which means that measures undertaken to<br />

reduce construction waste may contribute to achieve the EU Ecolabel, but are not obligatory.<br />

M<strong>and</strong>atory waste management <strong>criteria</strong> are only referring to the use stage (Crit 16) <strong>and</strong> to the<br />

demolition stage of the building.<br />

Waste management strategies referring to the construction phase are optional <strong>criteria</strong>. To<br />

gain 3 additional points within category “Planning – Project – Construction” it is required that<br />

“at least 75% of construction <strong>and</strong> demolition wastes generated during the construction phase<br />

shall be reused or recycled”. Verification refers to the waste management plan <strong>and</strong> relative<br />

documentation showing compliance with the criterion.<br />

In order to be awarded with the EU Ecolabel, the building must score a minimum of 6 points<br />

<strong>for</strong> optional <strong>criteria</strong> within the sub-sections “Documentation”, “Planning-Project-Construction”<br />

<strong>and</strong> “Impact on site issues”.<br />

Compliance is demonstrated by process-<strong>related</strong> assessments (concerning waste<br />

management during construction as well as other design <strong>and</strong> construction topics), e.g.<br />

- experience of the designers with environmental building design (32.) in terms of energy<br />

<strong>and</strong> water efficiency, waste reduction, etc.. At least two relevant projects carried out in<br />

the last five years are required <strong>for</strong> verification. (2 points)<br />

- QMS (33.): “Companies in charge of the construction of the building shall have a Quality<br />

Management System according to the ISO 9001 st<strong>and</strong>ard.” (2 points)<br />

- EMS (35.): “Companies in charge of the construction of the building shall have an<br />

<strong>Environmental</strong> Management System according to EMAS regulation (2 points) or ISO<br />

14001 st<strong>and</strong>ard (1 point)”<br />

67 Transport of materials <strong>and</strong> products from factory gate to the building site including intermediate storage <strong>and</strong><br />

distribution are taken into account. Transport of construction equipment (cranes,…) to <strong>and</strong> from site are not<br />

considered.<br />
