3.2. Motivation<br />

Based on a m<strong>and</strong>ate of the European Commission, CEN/TC 350 “Sustainability of <strong>buildings</strong>”<br />

develops st<strong>and</strong>ards <strong>for</strong> sustainability assessment of building products <strong>and</strong> <strong>buildings</strong>. At the<br />

same time, European ecolabel <strong>criteria</strong> <strong>for</strong> <strong>buildings</strong> (“EU ecolabel”) are being prepared under<br />

the lead of the Italian Competent Body (ISPRA – Italian Institute <strong>for</strong> <strong>Environmental</strong> Protection<br />

<strong>and</strong> Research) 8 .<br />

Another set of <strong>criteria</strong> <strong>for</strong> <strong>buildings</strong> was developed in the context of the European Green<br />

Public Procurement (GPP) initiative. In addition, several other regulatory activities relate to<br />

green <strong>buildings</strong> or building products such as the revision of the Energy Per<strong>for</strong>mance of<br />

Buildings Directive (EPBD), the revision of the Construction Products Directive (CPD), the<br />

revised Energy Related Products Directive (ERP, <strong>for</strong>merly EuP). Next to many other<br />

initiatives <strong>and</strong> research projects addressing this subject, also the Commission Lead Market<br />

Initiative (LMI) deals among other issues with sustainable construction. However, there is no<br />

accepted EU policy concept or ‘master plan’.<br />
