The <strong>criteria</strong> used originate from Austrian Green Public Procurement programs (harmonized<br />

st<strong>and</strong>ards of “ÖkoKauf Wien” <strong>and</strong> “baubook oeg”) <strong>and</strong> are published on<br />

http://www.baubook.at/oeg/ (together with products fulfilling these <strong>criteria</strong>) <strong>and</strong> integrated in<br />

the tendering software ABK.<br />

In the Austrian building assessment system “klima:aktiv haus“ <strong>for</strong> service <strong>buildings</strong> the<br />

„products’ management“ itself is awarded with credits (max 50 points out of 1000)<br />

AgBB (Germany)<br />

A German task <strong>for</strong>ce of public <strong>health</strong> authorities, the AgBB, developed an approach <strong>for</strong><br />

implementing <strong>health</strong> <strong>related</strong> requirements (i.e. VOC emissions) in the German registration<br />

procedure <strong>for</strong> construction products used <strong>for</strong> indoor application. The procedure has been<br />

notified (Principles of <strong>health</strong> assessment of construction products in indoor environments,<br />

Notification No. 167/2009/D, http://ec.europa.eu/enterprise/tris/public_info/). Germany<br />

supports a class system <strong>for</strong> indoor relevant products based on the AgBB scheme in the<br />

European discussion concerning the declaration in the CE-mark (KIRCHNER, 2010).<br />

The requirements comprise limitations to emissions of a sample stored in a test chamber <strong>for</strong><br />

3 days <strong>and</strong> 28 days. The 3 day test is representative of a building renovation case with early<br />

re-occupancy <strong>and</strong> prohibits excessively high initial VOC emissions <strong>and</strong> the presence of<br />

carcinogens. The 28 day test is representative of long-term emissions (EUROFINS, 2006).<br />

The AgBB scheme considers individual substances as well as a sum parameter <strong>for</strong> VOC with<br />

retention range from C6 to C16 (TVOC), <strong>and</strong> semi-volatile organic compounds (SVOC),<br />

respectively. The TVOC <strong>and</strong> TSVOC limits can be extracted from Table .<br />

For a large number of VOC found in indoor air a list of so-called LCI values (Lowest<br />

Concentration of Interest) have been derived from maximum permitted workplace<br />

concentrations (Maximale Arbeitsplatz-Konzentrationen – MAK values). The MAK values<br />

belong to the most comprehensive evaluation system <strong>for</strong> specific VOC. However, under<br />

typical conditions much higher substance concentrations are generally encountered in<br />

workplaces than in living spaces. On the other h<strong>and</strong>, much shorter exposure times occur at<br />
