IBO - <strong>Environmental</strong> <strong>and</strong> Health <strong>related</strong> Criteria <strong>for</strong> Buildings<br />
- R61 (may cause harm to the unborn child),<br />
- R62 (possible risk of impaired fertility),<br />
- R63 (possible risk of harm to the unborn child),<br />
- R68 (possible risk of irreversible effects),<br />
as laid down in Council Directive 67/548/EEC or in Directive 1999/45/EC. Active ingredients<br />
used as preservatives in the <strong>for</strong>mula <strong>and</strong> that are assigned any of the risk phrases R23, R24,<br />
R25, R26, R27, R28, R39 R40 or R48 (or combinations thereof) may nevertheless be used<br />
up to a limit of 0,1 % (m/m) of the total paint <strong>for</strong>mulation.<br />
Alternatively, the Globally Harmonised System (GHS) of classification may be considered<br />
(1272/2008/EG). In this case the ingredients, including those used in tinting (if applicable),<br />
classified as the following (or combinations thereof) shall not be used:<br />
- Acute Toxicity (oral) – Category I, II, III,<br />
- Acute Toxicity (dermal) – Category I, II, III,<br />
- Acute Toxicity (inhalation) – Category I, II, III,<br />
- Respiratory Sensitisation – Category I,<br />
- Mutagenic Substances – Category I, II,<br />
- Carcinogenic Substances – Category I, II,<br />
- Substances Toxic <strong>for</strong> Reproduction – Category I, II,<br />
- Specific Target Organ Systemic Toxicity (single exposure) – Category I, II,<br />
- Specific Target Organ Systemic Toxicity (repeated exposure) – Category I, II,<br />
[…]. Active ingredients used as preservers in the <strong>for</strong>mula <strong>and</strong> that are assigned any of the<br />
following GHS categories may nevertheless be used up to a limit of 0,1 % (m/m) of the total<br />
paint <strong>for</strong>mulation:<br />
- Acute Toxicity (oral, dermal, inhalation) – I, II, III (only oral <strong>and</strong> dermal),<br />
- Specific Target Organ Systemic Toxicity (single <strong>and</strong>/or repeated exposure) – I, II (or<br />
combinations thereof) <strong>and</strong>,<br />
- Carcinogenicity category II,<br />
Methyl Ethyl Ketoxime may be used in alkyd paints up to a limit of 0,3 % (m/m).<br />
Assessment <strong>and</strong> verification: The applicant shall provide a declaration of compliance with<br />
this criterion, together with a product material safety data sheet meeting the requirements of<br />
Annex II to the REACH Regulation.”<br />
Substances classified as dangerous <strong>for</strong> the environment<br />
No ingredient shall exceed 2 % (m/m), including those used in tinting (if applicable), that at<br />
the time of application fulfill the classification <strong>criteria</strong> of any of the following risk phrases (or<br />
combinations thereof):<br />
- N R50 (very toxic to aquatic organisms),<br />
- N R50/53 (very toxic to aquatic organisms, may cause long term adverse effects in<br />
the aquatic environment),<br />
- N R51/53 (toxic to aquatic organisms, may cause long term adverse effects in the<br />
aquatic environment),<br />
- N R52/53 (harmful to aquatic organisms, may cause long term adverse effects in the<br />
aquatic environment),<br />
