IBO - <strong>Environmental</strong> <strong>and</strong> Health <strong>related</strong> Criteria <strong>for</strong> Buildings<br />
From 2004-2008 the first French NEHAP defined 45 actions, including 12 high priority<br />
actions. Action n° 15 (high priority) described a procedure <strong>for</strong> the evaluation of VOC <strong>and</strong><br />
<strong>for</strong>maldehyde emissions from building products, called the AFSSET protocol. It stated that<br />
emissions from building products should be evaluated on a voluntary basis. According to<br />
MAUPETIT (2010) 50% of the products were evaluated in 2010. In public <strong>buildings</strong> the use of<br />
evaluated products is m<strong>and</strong>atory.<br />
The AFSSET protocol (first version in 2006) prescribes the use of ISO 16000 st<strong>and</strong>ards. The<br />
assessment procedures are based on ECA <strong>and</strong> AgBB, st<strong>and</strong>ards are the LCI derived from<br />
IAQ guidelines <strong>and</strong> OEL. For more details see:<br />

The next important action in France was the creation of “grenelle de l’environnement” in 2007<br />
by French Government, followed by the adoption of “Grenelle 1” law 107 .<br />
Article 40 of the “Grenelle 1” law states regarding indoor air:<br />
- Emissions of building, finishing <strong>and</strong> furnishing products will be labelled on a<br />
m<strong>and</strong>atory basis.<br />
- CMR compounds category 1 <strong>and</strong> 2 will be banned in building, finishing <strong>and</strong> furnishing<br />
products.<br />
- A study on the opportunity to extend m<strong>and</strong>atory labelling of emissions to other indoor<br />
sources will be published.<br />
- IAQ in some public <strong>buildings</strong> will be monitored.<br />
- An opportunity to create indoor air consultants <strong>for</strong> people suffering from respiratory<br />
diseases (green ambulances) will be given.<br />
M<strong>and</strong>atory labelling of emissions is in preparation <strong>and</strong> notified to European Commission<br />
(98/34/EC directive) on 23 rd December 2009<br />

emissions (Décret):<br />
- Products may only be made available on the market if they are accompanied by a<br />
label, applied to the product or its packaging, indicating their emissions of volatile<br />
pollutants, hereinafter referred to as “substances”.<br />
- The list of substances <strong>and</strong> emission thresholds are defined in the draft Order.<br />
- Manufacturers, their authorised representatives or importers, are responsible <strong>for</strong> the<br />
in<strong>for</strong>mation provided on the labels.<br />
Provisions of this Decree shall enter into <strong>for</strong>ce on:<br />
- 1 st September 2011 <strong>for</strong> products newly placed on the market<br />
- 1 st September 2013 <strong>for</strong> all products<br />
