IBO - <strong>Environmental</strong> <strong>and</strong> Health <strong>related</strong> Criteria <strong>for</strong> Buildings<br />

There are three classes of awards:<br />

- klima:aktiv haus Gold: the building has awarded the certificate “qualitytested<br />

passive house” according to the guidelines of Dr. Wolfgang<br />

Feist (Passivhouse Institute Darmstadt) <strong>and</strong> achieves at least 900<br />

credits<br />

- klima:aktiv haus Silver (at least 900 credits achieved without<br />

passivehouse certification)<br />

- klima:aktiv haus Platin (at least 700 credits achieved)<br />

4.10. TQ (Total Quality) <strong>and</strong> revised version TQB (Total Quality Building) -<br />

Austria<br />

The Total Quality (TQ) System <strong>for</strong> Building Design, Building Assessment, <strong>and</strong> Building<br />

Certification has been developed in Austria since 1998 in close contact with the international<br />

initiative “Green Building Challenge” (GBC) in order to stimulate the construction of user<br />

friendly, environmentally friendly <strong>and</strong> cost efficient <strong>buildings</strong> on the Austrian market.<br />

Development of the TQ assessment method was funded by the ministry <strong>for</strong> agriculture,<br />

<strong>for</strong>estry, environment <strong>and</strong> water management, the ministry of economy <strong>and</strong> labour <strong>and</strong> the<br />

ministry <strong>for</strong> transport, innovation <strong>and</strong> technology. Since 2001 the assessment system has<br />

been continuously improved <strong>and</strong> adapted to different building types.<br />

In 2010, the building assessment method TQ has been modified: Total Quality Building<br />

(TQB) Assessment – revised version is now defined by a set of indicators that refer to the<br />

three dimensions of sustainability: society, ecology, <strong>and</strong> economy. The prime <strong>and</strong> secondary<br />

categories have been adapted <strong>and</strong> new indicators defined in accordance with the<br />

requirements of recently published st<strong>and</strong>ards. The scope of the assessment method was<br />

extended to non-residential <strong>buildings</strong>. Furthermore, the system is now compatible with<br />

approved national building assessment systems such as klima:aktiv house <strong>and</strong> IBO<br />

ÖKOPASS. The development was promoted by ZIT, the technology agency of the city of<br />

Vienna. TQB has been developed with the clear target to be widely spread <strong>and</strong> applied in the<br />

building sector in Austria. There<strong>for</strong>e, the Austrian Council <strong>for</strong> Sustainable Buildings (ÖGNB –<br />

Österreichische Gesellschaft für Nachhaltiges Bauen) has been founded in 2009.<br />

TQB is a means of quality management <strong>for</strong> building design <strong>and</strong> construction: the system<br />

provides the in<strong>for</strong>mation necessary <strong>for</strong> designing a high per<strong>for</strong>mance building at the predesign<br />

stage (“high quality” in terms of improved com<strong>for</strong>t as well as decrease in negative<br />

environmental impact, at af<strong>for</strong>dable costs), <strong>and</strong> assesses the per<strong>for</strong>mance achieved in two<br />

steps; (1) prior to construction <strong>and</strong> (2) prior to h<strong>and</strong>ing over. It is the main target to use the<br />

TQB system already in pre-design stage. Clients <strong>and</strong> their design team will go through the<br />

assessment <strong>criteria</strong>; it will remind them of important aspects to consider. In addition, TQBcertified<br />

<strong>buildings</strong> gain of an advantage in marketing compared with average <strong>buildings</strong>. The<br />

certificate consists of briefcase responding all relevant in<strong>for</strong>mation in short <strong>for</strong>m (4 pages)<br />
