IBO - <strong>Environmental</strong> <strong>and</strong> Health <strong>related</strong> Criteria <strong>for</strong> Buildings<br />

- Ene 2 Building Fabric: Heat Loss Parameter 25 of each dwelling ≤1.3 or ≤1.1 W/m²K (1<br />

credit or 2 credits)<br />

- Ene 3 Internal Lighting: ≥40% or ≥ 70% of fixed internal fittings are dedicated <strong>and</strong><br />

energy efficient 26 (1 credit or 2 credits)<br />

- Ene 4 Drying space: provision of secure <strong>and</strong> sufficient drying space (internal or<br />

external) <strong>for</strong> drying clothes (energy consumption <strong>for</strong> tumble dryers should be avoided) (1<br />

credit)<br />

- Ene 5 Energy Labelled White Goods: including<br />

- A+ rating under the EU Energy Efficiency Labelling Scheme <strong>for</strong> fridges <strong>and</strong> freezers<br />

or fridge-freezers (1 credit)<br />

- A rating <strong>for</strong> washing machines <strong>and</strong> dishwashers <strong>and</strong> either washer-dryers or tumble<br />

dryers have a B rating (1 credit)<br />

- If no (or not all) white goods are provided but in<strong>for</strong>mation on the EU Energy<br />

Efficiency Labelling Scheme of efficient white goods is provided to each dwelling the<br />

credit can be awarded, too.<br />

- Ene 6 External <strong>and</strong> Secure Lighting: All external space lighting, including lighting in the<br />

common areas, is provided by dedicated energy efficient fittings (1 credit).<br />

- Burglar secure lights have a maximum wattage of 150 W, movement detecting control<br />

devices (PIR) <strong>and</strong> daylight cut-off sensors. All other security lighting has dedicated<br />

energy efficient fittings <strong>and</strong> is fitted with daylight cut-off sensors or timers (1 credit).<br />

- Ene 7 LZC technologies: If energy is generated from local renewable or low carbon<br />

energy sources funded under the Low Carbon Building Programme (or similar), 2<br />

additional credits can be achieved if this results in a 15% reduction of carbon emissions<br />

or one additional credit in case of a 10% reduction.<br />

Summary – (Operational) Energy <strong>and</strong> CO 2 -Emissions<br />

The credits available are split approximately one half to the overall energy per<strong>for</strong>mance of a<br />

building (measured in CO 2 emissions, but not in absolute figures, the reduction of the<br />

emission rate is compared to a reference level) <strong>and</strong> one half to individual measures which<br />

are to some extent already considered in the dwelling emission rate (such as heat loss<br />

parameter of the building fabric or contribution of low or zero carbon technologies from local<br />

sources) but they also consider user-relevant appliances (e.g. white goods, drying space,<br />

internal/external lighting) <strong>and</strong> traffic-<strong>related</strong> aspects (such as provision of cycle storage <strong>and</strong><br />

home office).<br />

There are no additional m<strong>and</strong>atory requirements (apart from the minimum percentage<br />

reduction in dwelling emission rate over target emission rate to achieve the corresponding<br />

Code levels).<br />

25 The Heat Loss Parameter is defined as the total fabric <strong>and</strong> ventilation heat losses from the dwelling divided by<br />

the total floor area (W/m²K) <strong>and</strong> is influenced by the external surface area, insulation value of construction, <strong>and</strong><br />

airtightness<br />

26 The fitting must must be capable of only accepting lamps having a luminous efficacy greater than 40 lumens<br />

per circuit Watt (e.g. tubular fluorescent <strong>and</strong> compact fluorescent lighting fitting). The fixing must be permanently<br />

fixed to the ceiling or wall.<br />
