declaration <strong>for</strong> a voluntary scheme requiring a lower emission value (e.g. requiring a<br />
threshold of e.g. 0.048 mg/m³ <strong>for</strong>maldehyde). A shared data h<strong>and</strong>ling <strong>and</strong> reporting tool as<br />
suggested by ECA-IAQ (2010) can af<strong>for</strong>d relief to that problem.<br />
Miscellaneous<br />
Measurements on building sites could be done on a r<strong>and</strong>om basis in order to keep costs low.<br />
Craftsmen should be aware that their work might be assessed. In addition, preliminary test<br />
procedures, to be used be<strong>for</strong>e harmonised European st<strong>and</strong>ards are available, should be<br />
identified.<br />
Requirements concerning dangerous substances in, <strong>and</strong> emissions from, building materials<br />
should go as far as possible. In Austria good experiences have been made with the<br />
combination of building assessment with product assessment (ecolabels, green public<br />
procurement). Detailed <strong>criteria</strong> <strong>for</strong> building products can be left to a “product manager” who is<br />
in charge of tendering <strong>and</strong> ordering proper materials. Building assessment systems are<br />
limited to requirements <strong>for</strong> indoor air quality <strong>and</strong>/or to assessing the “products’ management”<br />
or the ecolabelling process itself.<br />
Another important step <strong>for</strong>ward would be recording in<strong>for</strong>mation about installed materials.<br />
The EU Eco-Label draft suggests that a list has to be set up with detailed in<strong>for</strong>mation on the<br />
installed materials. If this list also contained in<strong>for</strong>mation about the ingredients of materials it<br />
would be of high importance that bidders were <strong>for</strong>ced to provide this in<strong>for</strong>mation that is hard<br />
to obtain <strong>for</strong> planners or contracted co-workers in most cases.<br />
