IBO - <strong>Environmental</strong> <strong>and</strong> Health <strong>related</strong> Criteria <strong>for</strong> Buildings<br />
is operated by the Construction Confederation since 1997 <strong>and</strong> was developed from local<br />
schemes in the City of London <strong>and</strong> City of Westminster. The certification scheme is more<br />
target-oriented than e.g. QMS (Quality Management System) as it is tailored to assess the<br />
site itself <strong>and</strong> all impacts from construction site activities in contrary to general processes<br />
within the building construction firms. The main areas of concern within the “Site Code of<br />
Considerate Practice” fall into three main categories: the environment, the work<strong>for</strong>ce <strong>and</strong> the<br />
general public.<br />
Points are awarded in increments of 0.5 over the following eight sections:<br />
- Considerate<br />
- <strong>Environmental</strong>ly Aware<br />
- Site Cleanliness<br />
- Good Neighbour<br />
- Respectful<br />
- Safe<br />
- Responsible<br />
- Accountable<br />
To achieve certification under this scheme a score of at least 24 is required.<br />
CSH awards 1 point “where there is a commitment to meet Best Practice under a nationally<br />
or locally recognized certification scheme such as the Considerate Constructors Scheme”<br />
<strong>and</strong> 2 points “where there is a commitment to go significantly beyond Best Practice”.<br />
Best practice is defined as “achieving a score of at least 3 in every section, <strong>and</strong> a total score<br />
between 24 <strong>and</strong> 31.5, of the Considerate Constructors Scheme’s Code”. “Going significantly<br />
beyond best practice” requires a total score of 32 - 40.<br />
The overall weighting of this criterion within CSH is 2%.<br />
Site inspections are made by independent monitors selected from the senior ranks of the<br />
construction industry (third-party certification), the inspection reports are based on detailed<br />
checklists <strong>for</strong> monitoring <strong>and</strong> optimization (see 2010 Site Registration Monitors’ Checklist) 75 .<br />
The general requirements are specified as follows:<br />
“Considerate: This section is intended to discover whether the site is fully aware of all those<br />
who may be affected by the work (traders <strong>and</strong> businesses, site personnel <strong>and</strong> visitors, <strong>and</strong> the<br />
general public, special attention is to be given to the needs of those with sight, hearing <strong>and</strong><br />
mobility difficulties) <strong>and</strong> thereafter to see what ef<strong>for</strong>ts are made to minimise any nuisance or<br />
inconvenience.<br />
<strong>Environmental</strong>ly Aware: This section examines how aware the site is of its impact on the<br />
environment (energy, waste, pollution, resources, ecology, etc) <strong>and</strong> examines what is done to<br />
minimise this <strong>and</strong> make a positive contribution.<br />
Site Cleanliness: The working site is to be kept clean <strong>and</strong> in good order at all times. Site<br />
facilities, offices, toilets <strong>and</strong> drying rooms should always be maintained to a good st<strong>and</strong>ard.<br />
Surplus materials <strong>and</strong> rubbish should not be allowed to accumulate on the site or spill over<br />
into the surroundings. Dirt <strong>and</strong> dust from construction operations should be kept to a minimum.<br />
Good Neighbour: General in<strong>for</strong>mation regarding the Scheme should be provided <strong>for</strong> all<br />
neighbours affected by the work. Full <strong>and</strong> regular communication with neighbours, including<br />
adjacent residents, traders <strong>and</strong> businesses, regarding programming <strong>and</strong> site activities should<br />
be maintained from pre-start to completion.<br />
Respectful: Respectable <strong>and</strong> safe st<strong>and</strong>ards of dress should be maintained at all times. Lewd<br />
or derogatory behaviour <strong>and</strong> language should not be tolerated under threat of severe<br />
