IBO - <strong>Environmental</strong> <strong>and</strong> Health <strong>related</strong> Criteria <strong>for</strong> Buildings<br />
4.11. IBO ÖKOPASS - Austria<br />
The „IBO Ökopass“ is an assessment system specially developed <strong>for</strong> residential <strong>buildings</strong> in<br />
urban context by IBO (Austrian Institute <strong>for</strong> Healthy <strong>and</strong> Ecological Buildings) in cooperation<br />
with a developer in 2001. Indicators with high importance <strong>for</strong> the future leaser or owner of the<br />
flats are assessed by means of calculations <strong>and</strong> measurements in a two-step assessment<br />
(preliminary <strong>and</strong> final assessment). The highly user-oriented indicators focus on the one<br />
h<strong>and</strong> on well-being (thermal com<strong>for</strong>t, indoor air quality, noise, daylighting/winter sun,<br />
electromagnetic fields) <strong>and</strong> on the other h<strong>and</strong> on ecology (environmental quality of building<br />
materials, total energy <strong>and</strong> water dem<strong>and</strong>). The classification of the indicators assessed<br />
ranges in a four-part scale from “passed” (this award confirms compliance with the IBO<br />
ÖKOPASS requirements which exceed building regulation requirements) to “excellent” (in<br />
this case, ambitious solutions promise excellent com<strong>for</strong>t <strong>and</strong> low operating cost to the future<br />
residents). Unlike other systems, there is no aggregation to an overall result (e.g. total<br />
score). If a building fails in one category the documentation is nevertheless published via<br />
internet thus encouraging developers or contractors to improve the per<strong>for</strong>mance of the<br />
building. Transparent in<strong>for</strong>mation available to consumers takes top priority within the IBO<br />
ÖKOPASS.<br />
The largest IBO ÖKOPASS project (more than 800 flats on one construction site) was<br />
completed in April 2008 in one of the largest urban development zones of Vienna called<br />
“Kabelwerk”. Because of the special target group <strong>and</strong> the high user orientation of the IBO<br />
ÖKOPASS the set of <strong>criteria</strong> could be limited to a minimum. As compact as possible it is the<br />
assessment system with the highest market penetration in Austria (about 8,000 units<br />
assessed). More than 20 developers all over Austria have already successfully certified<br />
projects.<br />
The primary objective of development was an instrument <strong>for</strong> marketing <strong>and</strong> quality assurance<br />
<strong>for</strong> the funded <strong>and</strong> privately financed housing sector. Key figures from audit reports are also<br />
translated into a non-technical language underst<strong>and</strong>able by the end-users who obtain a quick<br />
overview of the most important key data of their future apartment.<br />

4.12. La Casa Clima più (ClimateHouse plus) - Italy<br />
“Casa Clima” (ClimateHouse) is the Italian climate protection initiative <strong>for</strong> <strong>buildings</strong> to<br />
improve the energetic <strong>and</strong> environmental per<strong>for</strong>mance of <strong>buildings</strong>. The principles of a<br />
ClimateHouse are compact construction, highly insulated building envelope, low-e glass, airtightness,<br />
avoidance of thermal bridges, use of solar energy <strong>and</strong> optimized construction<br />
methods.<br />
There are three classes of ClimateHouse depending on the heating energy dem<strong>and</strong>:<br />
ClimateHouse Gold, ClimateHouse A <strong>and</strong> ClimateHouse B.<br />
