IBO - <strong>Environmental</strong> <strong>and</strong> Health <strong>related</strong> Criteria <strong>for</strong> Buildings<br />

- R51 (toxic to aquatic organisms),<br />

- R52 (harmful to aquatic organisms),<br />

- R53 (may cause long-term adverse effects in the aquatic environment),<br />

as laid down in Directive 67/548/EEC or Directive 1999/45/EC.<br />

Alternatively, the Globally Harmonised System (GHS) of classification may be considered<br />

(1272/2008/EG). In this case no ingredient shall exceed 2 % (m/m), including those used in<br />

tinting (if applicable), that is assigned or may be assigned at the time of application any of the<br />

following classifications:<br />

Aquatic Toxicity categories (<strong>and</strong> combinations thereof):<br />

- Acute I, II, III,<br />

- Chronic I, II, III, IV,<br />

[…].<br />

In either case, the sum total of all ingredients that are assigned or may be assigned at the<br />

time of application any of these risk phrases (or combinations thereof) or GHS classifications<br />

shall not exceed 4 % (m/m).<br />

This requirement does not apply to ammonia or akyl ammonia.<br />

This requirement does not affect the obligation to fulfill the requirement set out in criterion<br />

6(a) above.<br />

Assessment <strong>and</strong> verification: The applicant shall provide a declaration of compliance with<br />

this criterion, together with a list of ingredients <strong>and</strong> material safety data sheets of each<br />

ingredient meeting the requirements of Annex II to the REACH Regulation.<br />

Specified substances<br />

Additionally to the dangerous substances mentioned above various specific substances are<br />

often banned or limited as ingredients. Typically regulated substances are:<br />

- Alkylphenolethoxylates (APEOs)<br />

- Isothiazolinone compounds<br />

- Heavy metals<br />

- Halogenated Organic Solvents<br />

- Phthalates<br />

VOC-Content<br />

The VOC-content in mixtures (paints, varnishes, glues,…) is limited usually in ecolabels <strong>and</strong><br />

green public procurement systems, although the limit values vary enormously between the<br />

different systems, e.g. VOC-limits (including water) <strong>for</strong> indoor paints (walls/ceilings):<br />

European eco-label: 15 g/l<br />

Austrian eco-label: 500 ppm<br />

VOC-Emissions to indoor air<br />

Many product assessment systems include test chamber measurements of the emissions of<br />

building materials <strong>and</strong> corresponding limit values. The requirements are usually stricter than<br />

that of the regulation schemes in Germany or France since ecolabels want to award only the<br />
