Identification of Schools for Sample 1. Identify provinces from poverty rankings, choosing provinces from the ranking by poverty indicators as follows: divide the ranking into thirds, 25 or 26 provinces in each section. Choose two provinces from the middle of each section such that the chosen provinces are distributed as evenly as possible through the country. 2. Obtain the lists of schools of each type (see above table) from NEC staff or from the necessary Ministries or Departments. Using a random number table or equivalent, choose two samples of schools from these lists, using the amounts in the above table. Reserve the second sample as the source for replacement due to attrition from the small cells of the first sample. 3. Obtain mailing addresses for schools in first sample. To be completed by ONEC: 1. Obtain cover letters from each Department or Ministry with jurisdiction over the sample schools. The letters should endorse the survey and instruct the principals to complete it in a timely manner. 2. Translate survey instruments into Thai language, and back-translate for accuracy check. 3. Obtain or assist in obtaining lists of schools from sample provinces and districts. 4. For the voucher focus groups, identify high and low-choice districts from MOE School Mapping facility. School Survey Instrument Introduction and Directions This survey is being sent to the principals or heads of many schools throughout Thailand. The research is sponsored by the National Education Commission, UNESCO, and the Thailand Research Fund. The purpose of the research is to learn more about the kinds and amounts of support schools receive from private sources. This study is important to the improvement of education in Thailand and your help is greatly appreciated. Please answer the questions below as completely as possible.
