person, when conducting a security clearance procedure. 404 However, irrespective of this safeguard<br />
mechanism, about which it is uncertain whether it will function in practice as foreseen by the law, KIA<br />
might have in principle the possibility to influence the selection of the officers within the Auditor-<br />
General institution who will then have a security clearance to access classified KIA information for the<br />
purpose of conducting audits. It will be almost impossible to challenge the denial of a security<br />
certificate, as the decision-making process leading to a security clearance involves many discretionary<br />
judgments and processing of security sensitive information so that the vetting authority may almost<br />
always find some justification to deny a security clearance. This may severely compromise the capability<br />
of the Auditor-General to access classified information, which may be relevant for auditing purposes.<br />
It follows from the above, that both the internal control function exercised by the Inspector-General as<br />
the external audit function of the Auditor-General are limited in reach and impact with regard to KIA,<br />
which renders KIA probably the institution with the weakest financial and performance control<br />
mechanisms in place.<br />
Kosovo Security Force<br />
The Minister of the Kosovo Security Force (KSF) is responsible for the general control and<br />
administration of the KSF. 405 The Minister is personally responsible for approving all projects with a<br />
value less than € 1 million whereas the Parliamentary Committee on KSF has responsibility to review<br />
the projects that exceed € 1 million although this did not take place yet. 406 The Minister may authorize<br />
the Permanent Secretary to approve projects valued at less than € 500,000 and the head of the<br />
Procurement Department to approve projects with a value of less than € 200,000. 407 In addition to this,<br />
the KSF Ministry manages the infrastructure and equipment owned by the State and allocated to the<br />
KSF Ministry and the KSF. 408 The Ministry of the KSF is subject to the audits of the Auditor-General. The<br />
same must apply to the KSF itself. Although the law nowhere explicitly provides that the KSF is a<br />
budget organization, the Assembly of Kosovo adopts a budget for the KSF, separate from the budget of<br />
