thus falls under the audit jurisdiction of the Auditor-General.<br />
8. Kosovo Police<br />
The Kosovo Police is established as a legal body, which operates as a public service within the Ministry<br />
of Internal Affairs. 410 The Kosovo Police has its own budget separate from that of the Ministry of Internal<br />
Affairs and is responsible for its implementation and management. 411 It is then a budget organization,<br />
subject to auditing by the Auditor-General.<br />
9. Kosovo Security Council<br />
The legal status of the Kosovo Security Council has not been clearly defined by law. While it has in<br />
principle an advisory role to the Government on security matters, it may also exercise executive powers<br />
when a State of Emergency is declared by the President. The Prime Minister chairs the Security Council<br />
in normal situations, while during a State of Emergency the chairmanship is held by the President of<br />
Kosovo. 412 Thus, the Security Council is more than just an advisory body. This is further supported by<br />
the fact that the Security Council has its own administrative structure, separate from the Office of the<br />
Prime Minister and the Office of the President. It has its own Secretariat and Situation Centre and can<br />
establish various committees. 413 While the law is silent on whether the Kosovo Security Council is a<br />
budget organization or not, the fact that it has its own powers and responsibilities under the law and a<br />
separate administrative structure leads to the conclusion that the Kosovo Security Council has to be<br />
treated as a budget organization, with a budget allocated directly separate from the Office of the Prime<br />
Minister. Since it is then a budget organization, the Kosovo Security Council must also be subject to<br />
auditing by the Auditor-General.<br />
