With respect to the security sector, the Auditor-General has so far conducted only one audit on the KSF
covering the period of 2009. 414 Recommendations have been submitted to the KSF Minister and their
implementation is still pending. 415 Another report covering 2008 and January to June 2009 on the Office
of the Kosovo Protection Corps Coordinator, who has been transferred to the KSF Ministry, 416 has also
been submitted to the KSF Minister. However, the KSF Ministry has yet not responded to the findings of
the Auditor-General 417 , which include the following observations:
a) no adequate management of assets;
b) weak internal control;
c) assigned tasks of key personnel are not respected;
d) conflicts of interest have occurred;
e) the recruitment process was not applied correctly;
f) no financial statement was produced for the closing of the Office of the Kosovo
Protection Corps Coordinator. 418
As regards the Kosovo Police, there are two audit reports issued for 2007 and 2008. 419 The Auditor-
General is currently preparing for the first time a joint audit report for both the Kosovo Police and the
Ministry of Internal Affairs, although both institutions are monitored separately. 420 The audit report on
the Kosovo Police for 2008 421 has identified the following findings:
k) execution of payments without procured works having been completed;
l) misuse of goods and supply at the warehouse for KP office supply;
