1. Raise awareness of the responsibilities and the functioning of independent institutions
and publicly disclose unlawful government interference in the functioning of the
independent institutions;

10. Authorize the Ombudsperson to act as a subsidiary plaintiff in accordance with the
Provisional Criminal Procedure Code of Kosovo to the effect that if the Public
Prosecution does not proceed with a criminal charge, the Ombudsperson could do so in
its own right;
11. Establish mechanisms, which enable the Ombudsperson to review human rights
violations committed by officials of international organisations operating in Kosovo;
12. Establish a sanctions mechanism if a public authority does not comply with
recommendations by the Ombudsperson, e.g. in form of a new criminal offence to be
included in the Provisional Criminal Code of Kosovo, a reduction of budget allocations to
the respective public authority, a clear allocation of responsibility to senior officers of a
public authority to ensure follow up on recommendations and mandatory disciplinary
sanctioning of such senior officers in the event of inadequate or absent follow up;
13. Increase public information activities to increase public awareness of the functions of the
Ombudsperson Institution;
14. Anti-Corruption Agency
i. Authorize the Anti-Corruption Agency to act as a subsidiary plaintiff in
accordance with the Provisional Criminal Procedure Code of Kosovo. This would
mean that in the event that the Public Prosecution does not proceed with a
criminal charge, the Agency could do so in its own right;
ii. Establish a sanctions mechanism in the event that a public authority does not
comply with recommendations made by the Anti-Corruption Agency, e.g. in form
of a new criminal offence to be included in the Provisional Criminal Code of
