GENERAL PRESENTATION<br />
Objectives<br />
The main objectives assigned by ACF when starting IGA were:<br />
• To assist vulnerable households in urban and rural areas who can not be targeted<br />
for continuous food assistance and do not benefit from other any assistance.<br />
• To develop the vulnerable households’ self-sufficiency.<br />
• To help the vulnerable families to regain their dignity.<br />

Presentation of the objectives (= targeting the population<br />
for a programme of assistance) to the camp coordinator<br />
and representatives of the community.<br />
At the end of this visit ACF team knows if the approach<br />
is accepted or not (because of problem of tensions<br />
and jealousies). If the process is approved, the<br />
team asks a first list of vulnerable people.<br />
NB: if the list is not available at this moment another<br />
visit is organised.<br />
Assessment 2 January 2002 Questionnaire with the families (list given by the representative<br />
of the camp) based on the following criteria:<br />
The “compulsory criteria”<br />
• Family of IDP (Displaced People)<br />
• Absence of regular income or limited to 100,000<br />
Rupiahs per month for a family of 5 persons<br />
• One member of the family has special skills, the<br />
will to develop an activity but not enough capital<br />
to buy the basic items<br />
• Family not benefiting from any empowerment<br />
programme<br />
