At the intervention level, the most positive impact of an ACF income-generating<br />
programme is the establishment of solid bases on which the development process can<br />
start.<br />
The terms of reference (ToR) elaborated before carrying out an evaluation will define<br />
the process to be followed, setting out:<br />
• The objectives of the evaluation<br />
• The description of the programme to be evaluated<br />
• The main questions which should be answered<br />
• The methodology to be used to collect and analyze data<br />
• The work plan or chronogram<br />
• The time period and the resources available<br />
• The selection criteria of the evaluation team<br />
• The proposed structure of the final report<br />
Appendix 24 gives some general guidelines for ToR for an evaluation.<br />
III. SYSTEMATIZATION<br />
«Systemization is the critical interpretation of one or various experiences, that,<br />
from their ordering and reconstruction, unveil or make explicit the logic of the process<br />
lived, the factors that have intervened in the said process, how they have been interrelated,<br />
and why they have done so in this manner» (Jara, 1998 19 ).<br />
It is an exercise of internal interpretation regarding what has been done, the ‘why’<br />
of the applied focus, the results achieved and their utility. The systematization is carried<br />
out by the people who have participated in the programme, with the aim of improving<br />
the future work of the team and to share lessons learned.<br />
The fundamental difference between capitalization and systematization is that<br />
systematization is participative: the actors who have been involved in the programme<br />
should take part. In practical terms, resources and time will be needed. The resources<br />
available will determine if a participative methodology is relevant and viable. In any<br />
case, it is important to underline the fact that not all programmes or even a complete<br />
programme can be reconstructed; only the aspects that offer special interest will be<br />
chosen.<br />
Inside a programme, especially those directed towards improving the output and<br />
creating new IGA, distinct experiences will be found. Decisions to systematize certain<br />
experiences over others may be due to:<br />
