• Regularly borrowing money (high level of financial<br />
dependency)<br />
• Limited own assets and personal belongings<br />
• No external help (family, neighbour)<br />
• Not all the children of the family can afford going<br />
to elementary school.<br />
Assessment 3 April to June 2002 Return to the camp with the list of beneficiaries selected<br />
from the previous questionnaire.<br />
Validation of this targeting with the authorities and<br />
the people.<br />
New questionnaire in order to specify the activity to<br />
develop with the family selected.<br />

During the distribution a Memorandum of Understanding<br />
is signed between ACF and the families beneficiary.<br />
Assess the good reception of the kit (quantity & quality)<br />

NB: each step of the targeting is preceded by an explanation to be sure that<br />
everybody understands the process<br />
In order to monitor the impact of the distribution a Post Distribution Monitoring<br />
(PDM) has been organised two months after the distribution. A representative sample<br />
according to the number of kits distributed has been chosen.<br />

General information about the distribution<br />
43 villages have been targeted in 4 islands of the Maluku Province: Ambon,<br />
Haruku, Seram and Buru. 100% of the villages are situated in rural area.<br />
