<strong>Income</strong>s and expenses of the IGA managed by AMADA<br />
From June to November 2005, the first months of the activity, the mill was able<br />
to cover operational costs, including salaries of three employees that assure its operation,<br />
as well as offering the support promised to the TFC. At the same time it produced<br />
significant profit amounting to an average of 300 euros a month, with which the<br />
initial investment was recovered. Even though this activity originally was designed for<br />
more social objectives, it has demonstrated the potential to generate income superior<br />
to that of minimum wage (40 euros) for at least seven people in addition to the<br />
three workers, as well as having an impact on social conditions and solidarity.<br />
In case the support has not been sufficient, the evaluation is a good moment to<br />
make recommendations that will help to adapt the successive phases, allowing the intervention<br />
strategy to evolve.<br />
Example 31: Recommendations of a final external evaluation in Armenia<br />
ACF carried out an external evaluation during the last 2 months of an 18 month<br />
IGA programme in the south of Armenia. The evaluators analyzed the programme and<br />
all its components in depth, through fieldwork and reviewing both internal and external<br />
documents. The final report explained in detail the impact obtained, the<br />
weaknesses and strong points encountered and made recommendations for a subsequent<br />
3 year phase including:<br />
• Consolidation of groups and activities initiated in the first phase.<br />
• Evolution of a financial system, avoiding donations, tending instead towards subsidized<br />
prices and interest-free loans.<br />
• More flexible criteria and beneficiary selection.<br />
• Search for alternative IGA to carry out at an individual level and with the most vulnerable<br />
people.<br />
• Evolution of the role of ACF towards that of a facilitator of certain necessary services<br />
and of technical support<br />
• Increased coordination with existing local organisations<br />
