Therefore, in order to define the moment in which ACF can discontinue its support
it is important:
• To put in place a surveillance system with regular monitoring that compiles relevant
information on the situation of the population and their capacity.
• Establish partnerships with local organisations and institutions to strengthen
their capacities (see Chapter 3 for more information on partnerships).
