Therefore, in order to define the moment in which ACF can discontinue its support<br />

it is important:<br />

• To put in place a surveillance system with regular monitoring that compiles relevant<br />

information on the situation of the population and their capacity.<br />

• Establish partnerships with local organisations and institutions to strengthen<br />

their capacities (see Chapter 3 for more information on partnerships).<br />
