APPENDIX 24: TERMS OF REFERENCE FOR AN EVALUATION<br />

Objective:<br />

To evaluate the achievements and impacts of the project ______. The evaluation<br />

will consider the following criteria: relevance, efficiency, effectiveness, impact, economic<br />

and financial viability and sustainability.<br />

General terms.<br />

The evaluation should consider the hierarchy objectives of the logical framework<br />

of the project. These components are part of the project __________________. It will<br />

be undertaken as an independent investigation of the objectives, results, activities<br />

and means deployed by ACF, in the implementation of the project, in order to come<br />

out with a final report highlighting the main findings and putting forth recommendations<br />

for the future intervention and decision making.<br />

The evaluation should examine the standard and quality of goods and services generated<br />

by the project, in the opinion of the beneficiaries, ACF technical departments,<br />

technical governmental departments, etcetera.<br />

The evaluation requires the evaluator to gather data from outside the project organisation,<br />

through meetings and field visits to beneficiaries and other organisations<br />

if needed.<br />

The evaluation must consider the following criteria:<br />

Relevance:<br />

• Analysis of the project relevance in the given context according to the identified<br />

needs and in terms of beneficiary selection, objectives, activities and strategy.<br />

• Analysis of the opportunity of the project intervention, according to the global<br />

ACF strategy in the country and the difficulties for access to different areas.<br />

• Were the actions undertaken appropriate in the context and do they respond to<br />

the population’s needs<br />

Sustainability:<br />

• Determine if relevant authorities and agencies will support the project objectives<br />

after the end of the project.<br />

• Evaluate if the beneficiaries and other local parties involved will be the ” project<br />

owners ” after the end of the external support.<br />

• Evaluate if the institutions, committees, local organisations, community organisations<br />

responsible for project follow up will be able to sustain the technology<br />

applied after external support has ended.<br />
