• First of all the global context of intervention has to be well known and identified.<br />

An intervention in a context of high economic exchanges and/or poor economic<br />

activities will lead to differences in terms of kit distribution and<br />

expectations regarding the possibility to generate incomes for the beneficiaries.<br />

• Some communities, very vulnerable, are totally out of the market system and do<br />

not have any preoccupation of selling or even earning money. The distribution<br />

of kits can be very useful for them anyway in order to improve their food production<br />

and therefore their food security but unrealistic in order to obtain regular<br />

and significant incomes. Probably another terminology should be more<br />

appropriate: <strong>Income</strong> <strong>Generating</strong> Programme or Households Food Security Improvement<br />

Programmes<br />

• Then and especially in case of collective IGA, the community has to be studied<br />

in depth in order to understand where we can have the best input and what the<br />

objectives to be achieved by this community can be.<br />

In a post conflict context as observed in 2003 in some places situated in the Maluku,<br />

such kind of programme of assistance is relevant and useful for the population. The<br />

suitability of the programme cannot be denied. But it seems fundamental to check<br />

the motivation and reasons of the population for the assistance requested as well as<br />

to fix reasonable objectives to be achieved for the beneficiary (micro-grants programmes<br />

is not an option for the targeted population). The population has to be motivated,<br />

not occupied by the reconstruction process and the necessity to harvest food<br />

from the gardens. The project has to fit with the economic environment that will determine<br />

the type of assistance and the possibility to generate real incomes. This point<br />

is very important as this humanitarian assistance takes place in developing and disrupted<br />

contexts.<br />
